About this file

This Statement of Objectives (SOO) details a project for the Bureau of Reclamation to troubleshoot and repair the brake system of the elevator at Shasta Dam. The primary objective is to restore full operational safety and reliability by addressing recurring brake faults. The project requires NIDEC/MCE (elevator manufacturer) and KTR (brake system subcontractor) to conduct a comprehensive inspection, diagnose performance issues, adjust air gaps, remove air from the brake system, calibrate the system, and perform functional testing to meet manufacturer specifications and ASME A17.1/CSA B44 safety codes.

The government intends to award a firm fixed-price contract with a 60-day performance period. Key deliverables include a repair and commissioning plan, diagnostic report, final test and inspection report, compliance certification, and warranty documentation. Performance will be assessed based on timeliness, technical accuracy, fault resolution, documentation quality, safety compliance, and facility coordination. The work must be performed between 7:00 AM and 5:00 PM, Monday through Friday, at the Shasta Dam location in Shasta Lake, California, with minimal disruption to dam operations and public tours.

Statement of Objective (SOO) Troubleshoot Brake System at Shasta Dam Elevator

1.0 – Background:

In 2020, Bureau of Reclamation (BOR) completed the installation of a new elevator traction machine, control system, and brake system on the Shasta Dam elevator. However, due to delays and cost overruns associated with the original contract, there is uncertainty as to whether the elevator brake system was ever fully and properly commissioned.

While the brake system remains operational, we have experienced recurring brake faults over the past several years. Our elevator maintenance and repair contractor - either TECH O.R. or their subcontractor, TKE Elevator - does not possess the technical expertise required to fully troubleshoot and resolve the issue. They will, however, be onsite during the diagnostic and repair process to provide maintenance support as needed to the manufacturer’s representatives. Given the persistent nature of these faults and their impact on elevator reliability, it is now necessary to escalate the matter for further resolution.

Both the elevator manufacturer (NIDEC/MCE) and the brake system subcontractor (KTR) must be brought on-site to conduct a comprehensive inspection, troubleshoot the brake system, and perform a full commissioning. This will ensure that all faults are addressed, and that the elevator can operate without further unplanned outages.

The Shasta Dam elevator is critical to the maintenance and operational activities at the dam, and it plays a key role in supporting public tours of the dam and powerplant. These tours are essential for public outreach and for reinforcing confidence in Reclamation’s mission to deliver water and power to the western United States.

2.0 – Objective:

The objective of this project is to restore full operational safety and reliability of the brake system on the traction elevator located at Shasta Dam. The contractor shall troubleshoot, repair, and commission the brake system to ensure compliance with applicable safety codes and manufacturer specifications.

3.0 Scope

• Resolve brake system faults

• Brake system must operate within manufacturer-specified tolerances for stopping distance, holding force, and response time.

• All repairs must comply with ASME A17.1/CSA B44 Safety Code for Elevators and Escalators.
