SECTION C

Statement of Work / Performance Work Statement

Title: Newborn Screening and Molecular Biology Branch Pipette Calibration Service

SECTION C1 – BACKGROUND

This contract is for the provision of pipette calibration services for all pipettes used by the Newborn

Screening and Molecular Biology Branch (NSMBB). This contract is necessary because NSMBB has been accredited to the International Organization for Standardization (ISO) 17043 standard by the American

Association for Laboratory Accreditation (A2LA). To maintain this accreditation, compliance to A2LA’s

Policy on Metrological Traceability (P102) is needed. This policy requires the use of a pipette calibration service accredited to ISO/IEC 17025 for this service. NSMBB previously used service provided under a

BPA (Contract # 200-2017-M-94645) but this contract was terminated early.

SECTION C2 – PURPOSE/OBJECTIVE

NSMBB ISO/IEC 17043 accredited and is the world’s leading provider of newborn screening quality assurance material. The manufacturing of this material involves the use of pipettes to deliver accurate volumes of analytes. All pipettors in NSMBB must be calibrated annually as expired calibrations put most program activities and the branch’s accredited status at risk. The purpose of this contract is to provide NSMBB laboratories with a calibration provider to service pipettes in a manner that meets requirements for accreditation and generation of accurate results. NSMBB seeks to obtain 100% calibration compliance with the requirements set by A 2 LA and included in this contract to ensure the accuracy of research, and tests performed by the branch. CDC desires to enter into a contract with a Contractor that is ISO/IEC 17025 accredited and has experience performing calibration of multiple types of pipettes from various manufacturers. Calibrations must be timely, reliable, documented, cost effective and include an ISO/IEC 17025 compliant certificate of calibration for each pipette.

SECTION C3 – SCOPE OF WORK

The Quoter shall ensure that all applicable equipment is calibrated and records provided that indicate that requirements of ISO 17025, A2LA P102 and the OEM were met (or exceeded), as further defined by tasks specified in section 4 below. The Offeror must maintain ISO/IEC 17025 accreditation for the proposed calibration service(s) and provide ISO/IEC 17025 compliant certificates of calibration for each service provided. The Contractor is responsible for coordination of the calibration schedule with laboratory personnel. The Contractor must demonstrate knowledge, skills and ability necessary to perform tasks outlined in the contract. The Contractor must provide technicians that are trained, qualified and approved to perform the calibration tasks. The technicians must also meet current CDC requirements for visitors (and associated travel guidelines). During the entire period of this contract, the Contractor must maintain ISO/IEC 17025 accreditation that covers the scope of tasks to be performed as outlined in this contact. This contract will take place on the Chamblee Campus of the Centers for Disease Control and Prevention.

All pipettes that do not require manufacturer proprietary calibration will be covered by this contract.

SECTION C4 – TASKS TO BE PERFORMED

Task 1: Pipette Calibration

1. In accordance OEM recommendations/procedures or the Contractor’s approved procedure(s) listed on their certificate of accreditation to ISO/IEC 17025, the contractor shall coordinate and provide the following:

a. Pipettes will be calibrated semi-annually or annually as determined by each laboratory.

Pipettes must be calibrated for accuracy and precision. The method of calibration should be based upon the current ISO 8655 standard for gravimetric calibrations unless this is different from the manufacturer's recommendation. This applies to both air displacement pipettes, positive displacement pipettes, single and multichannel pipettes and manual and automated pipettes.

b. The contractor must handle the scheduling of equipment for calibration stated within this contract with the appropriate laboratory point-of-contact. These contacts will be provided to the contractor by the COR and will be updated as needed.

c. The contractor must provide annual or semi-annual calibration services at the appropriate intervals for the pipette types associated with this award.

d. Services included shall include at a minimum High & Low volumes to be tested on all applicable (adjustable) pipettes.

e. When applicable, the contractor must provide the parts and labor necessary to repair pipette equipment on-site unless extenuating circumstances require equipment to be shipped to an offsite facility.

f. In the event equipment cannot be repaired on site, the contractor shall provide a clear justification to the COR and end-user and documentation will be provided. End-user approval shall be required for off-site repair and calibration.

g. Contractor must coordinate with the points of contact to schedule calibration times for each laboratory.

h. The contractor will be responsible for notifying the points-of-contact when calibration fails and for retesting equipment when notified that equipment has been repaired (if applicable).

i. Where practicable, the contractor must label each piece of equipment calibrated with labels indicating the calibration status.

2. Records and Reporting

a. The contractor shall be responsible for providing ISO 17025-compliant certificates of calibration including the date of calibration, if the calibration was successful, type of equipment, calibration reading, and a pass or fail. If the equipment fails calibration, the contractor shall immediately contact the NSMBB Quality Manager. When practicable, the contractor will label each piece of equipment with the calibration status.

b. At the completion of each service visit the contractor shall be responsible for providing the following to the NSMBB Quality Manager within 7 days of calibration:

i. Reports should be broken down by schedule (i.e., Annual or Semi-Annual) with percentage of completion and totals.

ii. Pipette failures and recommended action.

SECTION C5– GOVERNMENT FURNISHED PROPERTY

NSMBB will provide temporary workspace to complete calibrations. NSMBB will provide access to items to be calibrated.

SECTION 6 – PLACE OF PERFORMANCE AND CONTRACT SUPPORT HOURS SUBSECTION

A – PLACE OF PERFORMANCE

Contract work will be performed onsite at the government facility listed below but only on days on which government operations are being conducted.
