About this file
This document is a Request for Information (RFI) from the U.S. Department of Labor (DOL), Mine Safety and Health Administration (MSHA), The Pittsburgh Safety and Health Technology Center Laboratory (PSHTC) seeking the services of a contractor to upgrade two low temperature ashing systems. The scope includes replacing the old pyrex chambers with a single metal chamber and updating the system controllers. The period of performance is 140 days from date of award. The work will be conducted at Anatech USA in Sparks, Nevada, with the upgraded systems to be delivered to the PSHTC laboratory in Pittsburgh, Pennsylvania. Respondents should provide a cover letter with company details, a 5-page response addressing the performance requirements, and information on past government experience with similar work. Responses are due by September 10, 2024. This RFI is not a request for quotes, but the government will use the responses to determine if the requirement will be competed.

1. GENERAL INFORMATION: The U.S. Department of Labor, Mine Safety and Health Administration (MSHA) is responsible for enforcing health standards promulgated under the authority of Section 103 (a) of the Federal Mine Safety and Health Act of 1977. A national network of MSHA inspectors collects health samples at coal and metal/nonmetal mines located in the United States and its territories to monitor miners’ exposures to hazardous contaminants. Silica samples are analyzed by validated FTIR and X-ray diffraction analytical methods and citations are issued to mine operators if exposure limits are exceeded.
2. OBJECTIVE: The Pittsburgh Health and Safety Technology Center of the Mine Safety and Health Administration is seeking the services of a Contractor to send two asher systems back to the Anatech facility located in Sparks, Nevada to have the chamber systems upgraded from four individual pyrex chambers to a single metal chamber. This system will also require some modifications to update its electronics system. After the service is provided, the Contractor will verify that the system is operating within required specifications for the service to be considered complete.
3. SCOPE: The scope for this effort is to upgrade two low temperature ashing systems for the MSHA (PSHTC) Analytical and Laboratory Services Division (ALSD). The package shall include replacement of the old style pyrex chambers with one single metal chamber, along with necessary upgrades to the system controllers if necessary.
