About this file
This is a Request for Proposal (RFP) for Collaborating Center for Questionnaire Design and Evaluation Research (CCQDER) Mission Support Services issued by the Centers for Disease Control and Prevention (CDC) under solicitation number 75D301-26-R-73414. The solicitation is a Total Small Business Set-Aside (NAICS Code 541900, size standard $19,500,000) with an anticipated Firm Fixed Price award. Proposals are due by 2:00 PM EST on April 2, 2026, with award expected thereafter. The contract will be performed primarily onsite in Hyattsville, Maryland, with situational telework available by mutual agreement.
The scope of work encompasses six tasks across a five-year contract period (base year plus four one-year option periods): Task 1 covers project management and coordination with CDC leadership; Task 2 involves implementation, maintenance, and support of CCQDER hardware, systems, and applications; Task 3 addresses cognitive interview data management including video storage and transcription; optional Task 4 focuses on legacy systems maintenance and transition to commercial off-the-shelf products; optional Task 5 provides respondent remuneration (estimated $50 per 60-minute interview or $100 per 90-minute focus group); and optional Task 6 coordinates advertisement payments for recruitment efforts. The estimated base period support hours total 8,160 hours across the functional categories. Contractor personnel must complete NCHS Confidentiality Training within 30 business days of contract award and sign non-disclosure affidavits. Extensive security, privacy, and information security requirements apply, including compliance with CIPSEA, Privacy Act, HIPAA Rules, NIST standards, and CDC security policies. Technical proposals (20-page limit) will be evaluated on technical approach, staffing plan, management plan, similar experience, and Section 508 compliance (not rated). Price proposals will be evaluated for reasonableness and consistency with technical approach. The Government will conduct a best-value tradeoff analysis, with non-price factors significantly more important than price.

Section C - Description/Specification/Work Statement
Title: Collaborating Center for Questionnaire Design and Evaluation Research (CCQDER) Mission
Support Services
SECTION 1 – BACKGROUND
The Centers for Disease Control and Prevention (CDC) is recognized as the lead federal agency for protecting the health and safety of people – at home and abroad, providing credible information to enhance health decisions, and promoting health through strong partnerships. CDC serves as the national focus for developing and applying disease prevention and control, environmental health, health promotion and education activities. As part of CDC, the National Center for Health Statistics (NCHS) located in
Hyattsville, Maryland provides statistical information that will guide actions and policies to improve the health of the American People. As the Nation’s principal health statistics agency, NCHS leads the way with accurate, relevant and timely data. Within NCHS, The Division of Research and Methodology
(DRM) plans, coordinates, and stimulates the NCHS' applied and basic research program in the fields of mathematical statistics, survey design and methodology, cognitive and interpretive aspects of survey measurement, and automated statistical, graphical, and geographical technologies, conducts research in each of these fields. The Division serves as the Center's consultants in the fields of survey design and methodology, data collection, data analysis, and question design, and formulates and implements statistical standards in these areas.
Within DRM, The Collaborating Center for Questionnaire Design and Evaluation Research (CCQDER) was established as a resource for CDC, NCHS, and other Federal statistical agencies to develop and test survey instruments. Continuing in this capacity, the fundamental mission of the CCQDER is to improve the quality and usefulness of Federal statistics by improving the reliability and validity of CDC, NCHS survey instruments and providing an understanding of the substantive meaning represented in survey statistics. As an expanding focus, the CCQDER seeks to understand how response processes and response error might differ across socio-cultural or diverse language populations that is necessary for developing comparable health measures intended for global use and among varied cultural and economic populations.
Various qualitative and mixed methods are used by CCQDER researchers to evaluate survey questions including cognitive interviewing, focus groups, usability testing and the Research and Development web-panel survey. Purposive, small samples of respondents are recruited relevant to the survey questions being evaluated to participate in an hour or 1 ½ hour cognitive interview, focus group or in-depth interview and are given remuneration. Cognitive interviews, focus groups and in-depth interviews are audio or video recorded. CCQDER data is protected under the Confidential Information Protection and Statistical
Efficiency Act (CIPSEA) and requires special storage and handling to ensure its confidentiality and integrity.
Customs, internally developed applications were developed to rigorously and systematically examine the cognitive interviewing, focus group, and usability testing data collected by CCQDER. These are: Q-
Video, Q-Notes, Q-Bank and the CCQDER Recruitment Tool. However, CCQDER is phasing these legacy systems out in favor of commercial off-the-shelf (COTS) products and in-house solutions. While
CCQDER currently still relies on, and will require support for, these legacy systems during the transition, the goal is to fully replace them in the near future.
Mission support services are vital to CCQDER’s day-to-day operations. It is the mission of the CCQDER to not only evaluate questions for optimal design, but also to provide documentation supporting the validity of NCHS, CDC and Federal statistical agencies survey data.
This contract will also involve daily interaction between Contractor and CCQDER federal staff for time sensitive activities that require continuity, a high degree of collaborative problem solving, and time sensitive decision making.
SUBSECTION A – ONLINE AND INTERNAL APPLICATIONS
Q-Video is CCQDER's video storage system, used to store and catalogue research recordings, create transcripts, and decommission existing data in a digitized way. As Q-Video is phased out, video and transcript data will be stored on a CIPSEA-approved, internal secure cloud environment.
Q-Notes is a qualitative data analysis program developed to assist in the management of and allow for more rapid, yet thorough systematic collection and analysis of cognitive interviewing studies. Q-Notes provides interviewers and analysts real-time access to interview data and allows interviews to be conducted in multiple geographical regions so that comparability can be examined for multi-national and multi-lingual surveys. As use of Q-Notes is phased out, alternative COTS products (such as Excel or
NVivo) will be utilized.
Q-Bank is an application consisting of evaluated questions from Federal surveys and links each question to the scientific report that evaluated the survey question. Questions are searchable by survey title, question topic, information type, response category, and response error. CCQDER reports are currently hosted on both Qbank and the NCHS publications page. Eventually, Qbank will be phased out.
Additional applications that support CCQDER’s work include the Qualtrics platform for respondent recruitment and respondent database management.

3. The contractor shall provide the government with the eGift card information provided from the eGift card company(s). Neither the contractor nor the government is in control of how the cards are received from the company(s). There will be no PII included for the eGift cards. The government will safeguard and store all eGift cards in a password protected folder on a CDC secured server.
4. The CCQDER Operations Team will provide participants with access to the eGift cards. Participants will forfeit their remuneration if they allow the card to expire.
5. Neither the contractor nor the government is in control of the fees associated with the purchasing of eGift cards. The government will determine the eGift card company(s) that satisfy the needs of the government.
6. The contractor shall maintain accounting records of the funds given to the government and eGift cards purchased for survey respondent remuneration. The government will keep track of the disbursement of the survey respondent remunerations.
7. The contractor shall include remuneration cost reimbursement in the invoices to the government, as interviews are conducted, and payments are made to the respondents.
An approved remuneration of $50 is allocated for standard 60-minute cognitive interviews, and $100 for 90-minute focus groups and establishment studies. These amounts were approved on January 31, 2023, for CCQDER generic data collection under Office of Management and Budget (OMB) No. 0920-0222.
Optional Task 6: Coordination of Advertisement Payments for Recruitment Efforts
1) The contractor shall support the recruitment efforts for cognitive interviews and focus groups by coordinating the purchasing of print, digital, social media, and other advertisements by making payments for various approved advertisement platforms included but not limited to: Craigslist, Facebook, Twitter, LinkedIn, Instagram, YouTube, Google Ads and other social media tools. The contractor shall adhere to all relevant HHS and CDC policies related to posting on social media sites. The Government will direct the Contractor to the ideal and approved platforms to best reach target markets.
a. CCQDER Operations Team shall develop all advertisements for posting and provide the contractor with access to all advertising platforms for payment of approved content.
b. It is estimated that CCQDER will require the coordination of advertisement payments for approximately 8-12 cognitive interviewing projects, focus groups, and usability tests annually.
SECTION 5 – GOVERNMENT FURNISHED PROPERTY
All information must be processed on authorized CDC information resources. As such, CDC will provide contractor personnel with government-furnished property (e.g. CDC laptops) necessary to perform services requested in this statement of work including: the physical cognitive laboratory, CDC/NCHS furnished workstations, chairs, filing cabinets, office supplies, telephones (landline/non-mobile phone), fax, computers with appropriate CDC and CCQDER LAN connections, printers, software, hardware, tools and testing equipment, etc.
CDC will provide contractors participating in situational telework with government-furnished encrypted laptops.
The control and accountable record keeping for such property shall be retained by the Government. The
Contractor shall remain accountable for loss or damage but will not be required to submit an annual inventory or place its own bar code on the items. The Government will provide and install CDC/NCHS bar code labels and other identification for the Government-furnished property.
SECTION 6 – PLACE OF PERFORMANCE AND CONTRACT SUPPORT HOURS
SUBSECTION A – PLACE OF PERFORMANCE
Tasks 1-4 are primarily performed onsite in Hyattsville, MD which operates on a five day a week schedule (Monday-Friday). Depending on the nature of the tasking, situational telework may be available.
Telework arrangements would be mutually agreed to by the Contractor, the COR, the NCHS
Confidentiality Officer, and the CCQDER Director. Task 5 (remuneration payments to CCQDER) and
Optional Task 6 (advertisement payments) are performed virtually and/or at a local location mutually agreed upon by the Contractor and CCQDER.
SUBSECTION B – CONTRACT SUPPORT HOURS
The following table demonstrates functional work task categories and estimated number of hours and estimated labor categories for Tasks 1-6 based on the prior contract history, as well as program projections of the new statement of work. Given the dynamic nature of the mission, the actual workload may vary during the period of performance, and the contract may be modified accordingly.
