Solicitation Summary

This is a Request for Quote (RFQ) for laboratory analysis services issued by the U.S. Department of Labor's Mine Safety and Health Administration (MSHA). The solicitation seeks a single Firm Fixed Price Blanket Purchase Agreement (BPA) for asbestos and mineral fiber sample analysis conducted by an American Industrial Hygiene Association (AIHA) certified and National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory. The base performance period runs from May 15, 2026 through May 14, 2027, with three optional 12-month extension periods. Quote submissions are due by April 30, 2026 at 9:00 AM ET via email to the contracting officer and contract specialist.

The contractor must provide analytical testing services for approximately 1,000 samples annually across multiple methodologies including Phase Contrast Microscopy (PCM), Polarized Light Microscopy (PLM), and Transmission Electron Microscopy (TEM). Specific line items include mineral fiber analysis via PCM (350 samples, 5-day turnaround; 20 samples, 3-day turnaround), asbestos air sample analysis via TEM (25 samples), asbestos bulk sample analysis via PLM (150 samples, 5-day; 20 samples, 3-day), vermiculite analysis (15 samples), erionite analysis (5 samples), and wipe/overload sample analysis (5 samples each). The contractor must maintain AIHA/NVLAP accreditation, implement comprehensive quality control procedures including 10% internal quality control samples and 10% replicate analyses, and provide expert witness testimony and litigation support as needed. The solicitation is set aside for Women-Owned Small Businesses (WOSB), with NAICS code 541380 and size standard of $19 million. STATEMENT OF WORK

LABORATORY ANALYSIS SERVICES

PART 1

GENERAL INFORMATION

The U.S. Department of Labor, Mine Safety and Health Administration (MSHA) is seeking laboratory analysis services to analyze mineral fiber samples, including asbestos and erionite, collected by MSHA inspectors and other MSHA personnel at mining operations throughout the United States and its territories. The U.S. Department of Labor, Mine Safety and Health Administration (MSHA) is responsible for enforcing health standards promulgated under the authority of Section 103 (a) of the Federal Mine Safety and Health Act of 1977.

1.0 Background

The U.S. Department of Labor, Mine Safety and Health Administration (MSHA) is responsible for enforcing health standards promulgated under the authority of Section 103 (a) of the Federal Mine Safety and Health Act of 1977. A national network of MSHA inspectors collects health samples at approximately 900 coal and 6,000 metal/nonmetal (MNM) mines located in the United States and its territories to monitor miners’ exposures to hazardous contaminants. The health samples are analyzed by validated analytical methods and citations are issued to mine operators if exposure limits are exceeded.

1.1 Objectives

MSHA is seeking the services of an American Industrial Hygiene Association (AIHA) certified and National Voluntary Laboratory Accreditation Program (NVLAP) accredited laboratory to supplement its Pittsburgh Safety and Health Technology Center (PSHTC) Laboratory capabilities to analyze health enforcement samples for asbestos fibers. These samples are collected by MSHA inspectors and other MSHA personnel at mining operations throughout the United States and its territories. The selected Contractor will have the ability to quantitatively analyze a broad range of industrial hygiene and environmental samples, for mineral fibers, asbestos, and Erionite.

1.2 Technical Requirements

The selected Contractor will furnish the necessary facility, personnel, laboratory instrumentation, equipment, and supplies required to conduct these analyses. Table l listed below contains an estimate of the number of samples of each type that will require analysis.

Required methodology is for the sample types are given in Section 1.3.

Table l. Mineral Fiber Analyses

Contaminant Method Media Estimated Number of Samples

· Mineral Fibers PCM MCE filter 350

· Asbestos TEM MCE filter 25

· Asbestos PLM Bulk 150

· Vermiculite PLM Bulk 15

· Erionite PLM Bulk 5

· Erionite & Other Amphiboles TEM MCE / bulk 5

· Asbestos TEM Wipes 5

1.3 Scope

It is anticipated that up to 1,000 samples will be submitted annually; most will require analysis by only one procedure.

Mineral fiber counting will be performed according to the NIOSH 7400 Phase Contrast Microscopy (PCM) procedure, using the “A” counting rules.

Bulk Samples will routinely require analysis by Polarized Light Microscopy (PLM) methods such as EPA/600/R-93/116.

Erionite will be determined by PLM; or by Transmission Electron Microscopy (TEM) techniques including Select Area Electron Diffraction (SAED) and quantitative Energy Dispersive X-ray Analysis (EDXA) as per NIOSH 7402.

Vermiculite will be determined by PLM per EPA/600/R-93/116.

Wipe samples will be determined by TEM per ASTM D6480.

Overload air samples determined by TEM per ISO 13794.

MSHA may also request that TEM analyses be performed on air samples. An analysis of air samples for asbestos will be done per NIOSH 7402 or equivalent when requested.

The Contractor may also be required to provide expert witness testimony and litigation support in the event MSHA-issued citations based on this work are challenged by operators.

1.4 Special Qualifications

The selected Contractor must:

1) Be accredited by the AIHA and NVLAP; and

2) Have the ability to quantitatively analyze a broad range of industrial hygiene and environmental samples originating from mining operations.

The selected Contractor may also be required to provide expert witness testimony and litigation support in the event MSHA-issued citations based on this work are challenged by operators.

The Contractor will be expected to maintain accreditation for the PCM, PLM, and TEM fields of testing and to always adhere to ISO/IEC/EN 17025 laboratory quality assurance requirements during the effective period of the contract.

The Mine Safety and Health Administration will be the sole client for the purposes of this contract. Any requests for information or reports generated by the performance of this contract must be routed to the designated PSHTC Lab contact persons.

1.5 Period of Performance

The period of performance will be for a one (1) 12-month base period and three (3) 12-month option periods. The Contractor shall price the Option Periods as line items as they are subject to the availability of funding. The Contractor shall identify the base year and optional years in the following manner:

Base Period (May 15, 2026 through May 14, 2027) Option Period 1 (May 15, 2027 through May 14, 2028) Option Period 2 (May 15, 2028 through May 14, 2029) Option Period 3 (May 15, 2029 through May 14, 2030)

1.6 Quality Control

The contractor shall develop and maintain an effective quality control program to ensure services are performed in accordance with this Statement of Work (SOW). The contractor shall develop and implement procedures to identify, prevent, and ensure non-recurrence of defective services. The contractor’s quality control program is the means by which he assures himself that his work complies with the requirement of the contract. The Contracting Officer (CO) or the Contracting Officer’s Representative (COR) will notify the contractor of acceptance or required modifications to the plan before the contract start date. The Contractor must make appropriate modifications to the plan before the contract start date. The Quality Control Plan is to be delivered with the contractors’ proposal.

The Contractor will be expected to maintain AIHA/NVLAP accreditation and to always adhere to ISO/IEC/EN 17025 laboratory quality assurance requirements during the effective period of the contract. Accreditation will be maintained for the PCM, PLM, and TEM fields of testing. In addition to participating in the Proficiency in Analytical Testing program, the Contractor will institute and maintain an internal proficiency testing program for designated analyses requested by MSHA on a recurring basis. Additionally, the contractor will be required to generate and analyze internal Quality Control (QC) samples at the rate of 10% for all parameters requested by MSHA, and to perform replicate analyses on an additional 10% of the samples submitted.

1.7 Quality Assurance
