Statement of Work For Mercury Hardware

Background:

The Atlantic Test Ranges (ATR) Display Systems (RDS) team is developing a Ground Based Detect and Avoid System (GBDAA) for UAS operations. The system will be used to enhance aircraft test situational awareness and alleviate much of the visual observer and manned aircraft chase for flights in and between the Naval Air Station, Patuxent River restricted airspace. The Guardian GBDAA system will be used to support ATR unmanned aircraft platforms and will serve as a safety of flight critical system. As a safety critical system, development is required on and for safety certified hardware and must run on a safety certified Operating System (OS) on a robust hardware suite which meets the DO-178C and MIL-STD- 882E requirements, as well as customer, operational and system requirements in order to meet needed capabilities while maintaining system safety integrity. The Guardian project falls under the authority of the Central Test and Evaluation Investment Program (CTEIP for FY20). The Airspace, Integration, and Teaming (AIT) is the entity within CTEIP that is responsible for Guardian development and fulfill the vision for fully integrating Unmanned Aerial Surveillance into the National Airspace System (NAS) allowing UAS operating harmoniously, side-by-side with manned aircraft, occupying the same airspace.

Scope:

The following are minimum requirement of the government:

• Solution MUST provide hardware components capable of facilitating extensive training curriculum initiatives.

• Solution MUST provide high-performance characterized by their computer power and density achieved by employing the most contemporary processors, including scalable datacenter processors.

• Solution MUST provide product update and maintenance support throughout all phases of development and deployment.

The following capabilities are provided by the identified solution:

• Mercury Systems offers a commercial off-the-shelf (COTS) package, which provides comprehensive hardware for development and implementation. Configured processing subsystems include state of the art secure technologies that provide proven systems engineering and rigorous cyber security standards. This options are built-in and provide a holistic approach are customizable and turnkey.

• Installation and orientation service:

• Onsite installation: Guided installation on hardware, along with build process, demonstrations, and examples of customizations.

• Hands-on orientation: Architecture, development file system, adding open source packages, porting drivers, addressing design issues.

• Advice: Introduction to Mercury support channels and processes, additional services, project support, and consultation. Installation and Orientation Service that accelerates engineering productivity which will help reach the full potential of Guardian Platform.

Delivery:

Hardware is required for the timely development of software and delivery for the Guardian system. As per the development plan software development and implementation will take place in FY20. NOTE:

This is a ONE TIME PURCHASE and support will be provided throughout the Deployment & Training Phase.
