Contract Consolidation Determination and Findings – Travel Management Services

This document is a Contract Consolidation Determination and Findings from the U.S. Department of Interior's Interior Business Center for Peace Corps travel management services. Solicitation number 140D0426Q0014 consolidates two existing GSA Schedule task orders into a single integrated requirement. The Peace Corps, which manages over 7,000 volunteers at 61 international posts, requires comprehensive travel management services including airline reservations, passport and visa services, ground transportation, lodging reservations, meeting and event planning, account management, invoicing, and related travel support services. The primary place of performance is Peace Corps' Washington, DC office at 1275 First Street NE, with onsite staffing requirements of minimum two travel agents during core business hours (8:30 a.m. – 4:30 p.m. ET, Monday–Friday) and minimum three passport and visa agents during core hours.

The current requirement is being consolidated from two task orders: Task Order 1145PC20F0531 (Travel Management Services, $3,104,281.00, held by Omega World Travel, a large business) and Task Order 1145PC20F0532 (Passport and Visa Services, $1,188,394.56, held by CW Government Travel, a large business), both expiring March 24, 2026 under FAR 52.217-8 option extensions. Both are Firm Fixed Price contracts awarded under GSA Federal Supply Schedules with Full and Open competition. The consolidation is justified based on market research indicating that small businesses lack the global reach and integrated service capability required for Peace Corps' high-volume, complex international travel requirements. The determination concludes that consolidation will improve efficiency, simplify operations, enhance service delivery, reduce coordination delays, and provide better accountability through a single vendor responsible for all related travel services.
