SCOPE

A. Background

a. Atlantic Test Range (ATR), located on Naval Air Station (NAS) Patuxent River, supports Naval Air Warfare Center’s Aircraft Division (NAWCAD) in conducting research, development, test, and evaluation (RDT&E) testing as a

Major Ranges & Test Facility Base (MRTFB) test installation. ATR is one of a handful of facilities and ranges regarded as national assets operated and maintained primarily for DoD RDT&E missions. MRTFB ranges and facilities provide unique assets to ensure proper RDT&E support for U.S. military weapon systems developers for, but not limited to: F/A-18(A-G), P-8, V-22, F-35, F-22, C130, Triton and Fire Scout aircraft and various weapons or unmanned platforms for the Navy and other Department of Defense (DoD) Agencies (Air Force, Army, etc.). Range instrumentation and display systems deliver decision-quality data to customers and mission control, as well as, Bay Watch traffic advisory services for the Patuxent River Special-Use Airspace. Over the past few years, ATR completed an upgrade of several radar pedestals. A contract is required for the maintenance of existing pedestals, purchase of new pedestals and upgrades, and for an acquisition channel to purchase spares or repairs in minimum time when time is a critical element.

B. Intent

a. This statement of work (SOW) is for a five (5) year indefinite delivery-infinite quantity (IDIQ) contract, consisting of one (1) base year and four (4) option years, to support the maintenance, services, and acquisition for the pedestal improvement project (PIP). This encompasses several aspects: technical support, non-warranty hardware repair or replacement, obsolescence management, on-site maintenance, preventative maintenance, spare parts, and replacement pedestals.

The SOW’s intent is to describe the services, labor categories, new equipment and spares required. The planned start date is October 1, 2020 with the final option year ending on (or around) September 30, 2025

C. Responsibilities

a. Contractor The contractor shall provide maintenance and support services, in addition to, hardware, spares, and additional systems. Section 3 describes, in detail, what the contractor shall do. The contractor shall not start work prior to the administration of the contract, shall not make assumptions without contacting the contracting officer (KO) or contracting officer representative (COR, if a COR is assigned) directly for clarification, or shall not deviate from the contract without express permission from the KO. If any changes to the base contract (original award purchase order), a modification must take place before any services, repairs, or delivery of hardware. The contractor shall be responsible for any weekly or

4 of 7| P a g e monthly reports, be prepared to submit data calls, and cooperate with the government in performance reviews and audits as required.

b. Government The government will be responsible for the request package, conducting industry days, market research, source selection, award, administering, managing, and closing out the contract. Except for the KO, no other person may change the scope, quantity, or the ceiling (funding) amount listed in the latest version of the contract.

The government is responsible for monitoring the contract and notifying the contractor of their performance throughout the life of the contract.

1. Off-Site Technical Support (CLIN 0001) Evaluation and repair of antenna pedestal, antenna control unit(s) (ACU), and/or lowest repairable unit (LRU). When required by delivery order, the contractor shall provide evaluation and/or repair services to the components and/or subsystems that are not covered by the minimum commercial standard warranty. The process for warranty/non-warranty repairs shall be as follows:

1.1. When evaluation for warranty/non-warranty equipment are required, the contractor shall provide a Return Material Authorization (RMA) number to the contracting officer representative (COR) before shipment of unit(s) to the contractor for repair. RMA

1.2. Upon receipt of items for evaluation, the contractor shall perform teardown/analysis, and subsequently provide a repair price proposal to the COR/TPOC. This proposal shall contain the results of the analysis, the plan to repair the unit, parts and labor required, and estimated timeframe of when the equipment will be repaired and shipped. Price of the evaluation will be included in the repair costs. The contractor shall give full disclosure of loss functionality or obsolescent parts and determine if equipment is beyond economical repair (BER).

1.3. The government end user will perform a technical evaluation of the proposal (and any subsequent clarification data provided by the contractor) in coordination with the

Contracting Officer Representative (COR) for the contract, and will either approve or disapprove the repair and notify the KO and the contractor if the government is going to proceed with repair, or return the equipment to the government facility without repair.

1.4. After the repair, the contractor shall provide a repair disposition report that explains the failure mode/deficiency and describes the remedy used in the repair.

1.5. All repairs shall be under warranty for a period of twelve (12) months after the

Government’s receipt of the repaired unit(s).

2. On-Site Tech Support Corrective & Maintenance (CLIN 0002) In special cases where the technical issues cannot be resolved by telephone, the contractor shall provide tiered on-site support for repair services, technical support, field services, and training.

2.1. The tiered support is broken down into three different levels of support: Routine (R), Expedited (Ex), and Emergency (Em). See 15.2 Labor Category Definitions

2.2. The term man-week will be used to average a week's pay, but the final amount of work required will determined by the actual time the contractor is on site and/or consultation between the contractor and ATR TPOC. Each man-week is an average of 5 days, 8 hours per day, or 40 hours per week Monday through Friday, except Federal Holidays.

2.3. Travel will be on each applicable delivery order (see CLIN 0003).

2.4. The on-site support will be on a DoD facility, the contractor may be required to provide field service personnel who have a minimum of a secret clearance. Security requirements for on-site support will be specified on each applicable delivery order.

2.5. When evaluation for non-warranty repairs are required by delivery order, the contractor shall provide a Return Material Authorization (RMA) number to the TPOC before shipment of unit(s) to the contractor for repair.

2.6. The TPOC will perform a technical evaluation of the proposal (and any subsequent clarification data provided by the contractor) in coordination with the Contracting

Officer Representative (COR) for the contract, and will either approve or disapprove the repair and notify the KO and the contractor if the government is going to proceed with repair, or return the equipment to the government facility without repair.

2.7. After the repair, the contractor shall provide a repair disposition report that explains the failure mode/deficiency and describes the remedy used in the repair.
