Question 4: C.4.12.1 SEACATS, page 57 and C.4.12.1 Contractor Cost Reporting, page 58 - There appears to be a duplication in heading numbers. How do we reference these sections in the Proposal?
Answer 4: Contractor Cost Reporting on page 58 should be C.4.12.2. The heading numbers have been corrected and a revised Attachment 2 has been posted.
Question 5: CLIN 5g - For all years of the contract, SubCLIN 5G is listed as both the Fixed Fee for the CPFF Subclins under CLIN 5, and as the Fixed Rate CLIN for Live sales under $350K.
Please clarify.

240. Please provide the correct workload multipliers for CLINS 0005g, 0005H, 0005i, and 0005j.
Answer 6: Workload for the transition period has been corrected to indicate a three month period. A revised Attachment 1 has been posted.

Answer 7: Please see the attached Government-Furnished Equipment (GFE) List.
Question 8: Reference A17021-J02_SOW-170310.pdf - There are two instances of C.4.12.1 and subparagraphs. This will cause confusion - Will the Government please change the second instance to C.4.12.2?
Answer 8: Contractor Cost Reporting on page 58 should be C.4.12.2. The heading numbers have been corrected. A revised Attachment 2 has been posted.
Question 9: Reference A17021-J01_CLINS.xlsx - The government has the following (with respect to CLIN 5). CLIN x005g is for both Fixed Fee for CLIN x005 and Fixed Rate for Real Property Disposition for properties between $0 - $350,000, for all years. Would the Government please reissue the excel file with corrected CLIN references?
Answer 9: SubCLIN numbers have been corrected for the duplication of 5g and a revised Attachment 1 has been posted.
Question 10: Reference C.1.5.1 RM Plan states, “The Contractor shall develop and submit to the CO within twenty (2) business days after the start of the transition period for approval a complete RM Plan consistent with the narrative RM summary previously submitted with its proposal.” We believe the government intends for the delivery to be 20 days and not 2 days. Will the Government change the text to read, “The Contractor shall develop and submit to the CO within twenty (20) business days after the start of the transition period for approval a complete RM Plan consistent with the narrative RM summary previously submitted with its proposal.”
Answer 10: C.1.5.1 RM Plan has been changed to twenty (20) business days. A revised Attachment 2 has been posted.
Question 11: Reference C.1.6 Security Program states, “The Contractor’s security program, including internal personnel clearance procedures, shall be described in its RM Plan, which will be incorporated in full and made part of the contract via modification. Such description shall be the Contractor’s Security Plan and shall be a appendix to the RM Plan.” We interpret this to mean the procedures are required “after contract award” and would be added later as a modification.
Answer 11: Correct
Question 12: Reference Section C.2.7.2 - Section C.2.7.2 specifies the government will furnish and install T-1 lines for SEACATS terminals. T-1 is an outdated technology. Is it still the intent of the government to perform network connectivity of the SEACATS terminals using a dedicated network connection, or will the government consider using VPN?
Answer 12: Section C.2.7.2 has been updated to add: Other approved alternative connection may include secure web based SEACATS access using the contractor provided internet connection. A revised Attachment 2 has been posted.
Question 13: Reference A17021_RFP.pdf – Section M Factor 4: Transition Plan bullet (f). All transition/Phase-In Plan components set forth in C.4.10.2 and C.4.10.4 of the Statement of Work must be addressed in the Transitions/Phase-In Plan. As these sections don’t exist, please clarify the SOW references.
Answer 13: Section M Factor 4, should reference C.4.16.2 and C.4.16.4 of the Statement of Work. Section M will be updated to reflect this change.
Question 14: Reference: Page 55 the last sentence of "Technical Volume" and page 57 the last sentence of "3) Contractor-Furnished Facilities and Equipment". These sentences include references to "Volume II(A)" and "Volume II(C)" that are not defined in the RFP; and confuse the requirements for page limits. Will the Government please remove these references?
Answer 14: These Volume II(A) and Volume II(C) references will be deleted.
