NLRB Office of Employee Development Virtual Conference Platform and Support

Statement of Work

1. BACKGROUND:

The National Labor Relations Board (NLRB) is an independent federal agency created by Congress in 1935 to administer the National Labor Relations Act (NLRA). The NLRA is the primary law governing relations between and among unions and employees in the private sector. The Office of Employee Development (OED) supports the NLRB’s mission by creating and managing development programs and curriculums that address Agency-wide occupations; developing an Agency-wide approach to employee development while ensuring related issues are addressed at the highest management levels; helping managers to identify, plan, locate resources for, and evaluate developmental programs for their staffs; helping individual employees manage their careers and seek developmental opportunities; and providing a variety of support services such as conference planning and coordination and creating educational media resources.

2. SCOPE:

In support of its mission, OED requires a qualified contractor(s) to provide a virtual conferencing platform and supporting services for up to ten (10) virtual events during the contract period. The support service will be to ensure Agency employees have technical assistance, guidance and point of contacts on the date of the conference event. The platform must be browser based and accessible via Chrome. The virtual instructor-led training and materials are a fundamental component of the conference and will require assistance from the vendor to ensure all activities and resources are coordinated in the virtual environment.

3. GENERAL REQUIREMENTS:

Contractor shall provide a browser-based platform accessible via Google Chrome by end users. Support services are required on the date of conference event, to include: registration, trainer support, end user support via chat (i.e. virtual help desk), technical support, dedicated project manager, post conference data analytics (shows class/room enrollment, completions, and feedback), class surveys/feedback. OED is seeking a modern appeal with gamification and/or 3D movable options as highly impressive components to the virtual setting. Additionally, closed captioning will be needed for some courses and should be an option. As noted, OED is interested in platforms and services with functionality to include these top components:

a) Browser-based and accessible via Chrome

b) Registration through platform

c) Technical Support for end users

d) Trainer coordination and assistance

e) Post Conference Data Analytics

f) Individual Course surveys

g) 3D options and/or gamification on virtual platform The platform shall be presented in an easy-to-understand format that is tailored to the unique needs of public sector employees. The contractor shall submit platform options that include 3D main hall with spaces for breakout rooms, reminiscent of a live conference setting. NLRB would require per event, at minimum, one (1) main virtual room for large group training (virtually with ability to view video at proposed times) and then three (3) VILT (virtual instructor-led training) sessions available on the platform. The virtual sessions are not limited by seat count and does not have a requirement to be hosted by live trainers. All instructors will use agency furnished or self-furnished tools and equipment unless training tools via the platform are provided. The contractor should use their preferred tools and may work from their own location.

Training content should be coordinated by the contractor with the instructors and ensured all materials are uploaded to the platform prior to event period. Support services should be available and easy to find for end-users. Post-Assessment or evaluation processes should be included along with detailed data analytics on learner participation.

The platform should be customizable to allow the NLRB to include Agency-specific content, and to limit access to content that does not apply to the NLRB.

4. PERFORMANCE REQUIREMENTS

The following section specifies the Performance Requirements for the Task Order

4.1 Participate in planning meetings with OED and/or other stakeholders to further refine the platform for the specific virtual event, gain deeper insight into the requirements, and refine the preparation plan.

4.2 Provide frequent status reports to OED when leading up to a specified event that include at a minimum work completed, planned future activities, and any challenges encountered.

4.3 Provide a written summary with data analytics to OED within two weeks of the end of the virtual conference engagement that describes outcomes, feedback and participation analysis.

5. COPYRIGHTED MATERIALS

It is the responsibility of the contractor to comply with copyright laws, rules, and regulations for materials they use in the performance of this contract. This includes properly marking materials and obtaining permissions to use materials or external platform technology.

A contractor proposing to use materials that have third-party copyright restrictions is responsible for obtaining the proper permissions to use and reproduce the material. The contractor is also responsible for ensuring the material is properly marked prior to copies being made. If use of third-party proprietary materials requires the contractor to be certified in the use of such materials, the contractor will provide proof that they hold a current certification.

Materials will be marked accordingly. Contractors may not claim or otherwise use such materials, courses, or programs developed under this contract for their own use without express approval from NLRB.

6. PERIOD OF PERFORMANCE

One year after contract award.

7. AWARD TYPE

NLRB anticipates awarding a firm fixed priced Purchase Order for two (2) events. The quoted price should include all direct and indirect costs on a per event basis or bundle pricing.
