This is a COMBINED SYNOPSIS/SOLICITATION for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation is issued as a Request for Proposal (RRP) # 63NLRB20R0003. This RFP will result in the award of a Firm Fixed Price Purchase Order for Trial Training and Education services for the National Labor Relations Board (NLRB). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07, effective 7/2/2020.

1. BACKGROUND

The National Labor Relations Board (NLRB) is an independent federal agency created by Congress in 1935 to administer the National Labor Relations Act (NLRA). The NLRA is the primary law governing relations between and among unions and employees in the private sector. The Office of Employee Development (OED) supports the NLRB’s mission by creating and managing development programs and curriculums that address Agency-wide occupations; developing an Agency-wide approach to employee development while ensuring related issues are addressed at the highest management levels; helping managers to identify, plan, locate resources for, and evaluate developmental programs for their staffs; helping individual employees manage their careers and seek developmental opportunities; and providing a variety of support services such as conference planning and coordination and creating educational media resources.

2. PURPOSE

The purpose of this procurement is to obtain licensing for attorneys to access legal tools to help improve trial advocacy skills and the application of rules of evidence. The tools provide courtroom simulation and continuing legal education credits.

3. SCOPE OF WORK

Contractor shall provide software, licensing, and access to simulated cases. The cases shall contain examinations that equate to online evidence education. This education will help attorneys improve the following skills:

· Critical Thinking

· Case Analysis

· Issue Spotting & Identification of Improper Questions

· Application of Objections and Proper Objection Bases

· Application of Rules of Evidence

· Examination Formation

· Knowledge of Courtroom Procedure

· Objection Timing

4. PERIOD OF PERFORMANCE

The period of performance shall be for a base year of twelve (12) months from the date of the award with two (2) twelve-month option years. Total period of performance will be 36 months.

Base Year:9/1/20 – 8/30/21
Option Year 1:9/1/21 – 8/30/22
Option Year 2:9/1/22 – 8/30/23

5. AWARD TYPE

The NLRB anticipates awarding a firm fixed price Purchase Order.

6. DELIVERABLES

Vendor shall provide software, licenses, and technical support.

8. INVOICING REQUIREMENTS

(a) To constitute a proper invoice, the invoice shall be prepared in accordance with FAR 52.212-4(g).

(b) All invoices shall be submitted via email to the following:

· Department of the Interior (DOI), National Business Center via email at NLRBPayments_ibcdenver@ibc.doi.gov;

· Designated Government Program Manager;

· Government Contracting Officer

Invoices should be submitted via IPP.
