About this file
This document is a Single Source Determination using Simplified Acquisition Procedures (SAP) for the Department of the Interior's Office of Aviation Services (OAS). The government seeks a sole source agreement with Dominion Propeller Corp for overhauled/repair maintenance services and new Original Equipment Manufacturer (OEM) purchases for government-owned aircraft propellers, with an estimated ceiling of $249,000. The agreement covers maintenance and potential replacement of Hartzell, McCauley, and Sensenich Propellers, specifically for fixed-wing aircraft located in Alaska.
Dominion Propeller Corp is the only known FAA Approved Certified Aircraft Propeller Repair Station in Alaska, making them the sole source for these services. The company currently has an existing Propeller Maintenance Service Blanket Purchase Agreement (BPA) with the government, set to expire in July 2025. Market research confirmed no other facilities in Alaska can meet the agency's needs, and the government has previously worked successfully with this vendor. The acquisition is being processed under FAR 13.106-1(b)1, with a deadline for potential competing responses of 14 July 2025 at 10:00 a.m. EST.

SINGLE SOURCE DETERMINATION USING SIMPLIFIED ACQUISITION
PROCEDURES (SAP) UNDER THE
SIMPLIFIED ACQUISITION THRESHOLD (SAT) AUTHORITY: FAR 13.106-1(b)(1)
1. Contracting activity/agency. Department of the Interior, Interior Business Center, Acquisition Services Directorate, Division 2, Branch 5 in support of the Alaska Regional Office of the Office of Aviation Services (OAS).
2. Description of supplies or services required to meet agency needs.
The government requires agreement for acquiring overhauled/repair maintenance services, new Original Equipment Manufacturer (OEM) purchases and delivery of products for Government owned Aircraft Propellers used in support of Government owned and operated fixed wing aircraft. The estimated Ceiling of this agreement is $249,000.00.
3. Identification of the single source to be solicited.
Sole Source: DOMINION PROPELLER CORP ueiSAM: CC5MJBEN29C1
1131 E 76TH AVE
ANCHORAGE, AK 99518-3209
List of all Brand Name Propellers on OAS Fleet Aircraft that require to be serviced or replaced if replacement is needed because a repair is not able:
- Hartzell Propellers
- McCauley Propellers
- Sensenich Propellers
Reason for authority cited. The services required must be accomplished by a Certified Aircraft Propeller Repair Station and hold a valid FAA Repair Station Certificate for overhaul and repairs of all propellers listed above. The services are essential to the continued airworthiness of government owner aircraft, and market research indicates there are no other facilities in Alaska that meet agency needs; this action is being sole sources IAW FAR subpart 13.106-1(b)1.
4. Rationale.
OAS requires maintenance services where the facility will inspect, overhaul and repair government owned propellers in support of government owned aircraft, this includes new OEM purchases in the event a propeller is beyond economical repair. Dominion Propeller Corporation is the only known facility in Alaska that is a FAA Approved Certified Aircraft Propeller Repair Station and can provide the services required. The best option for the government is sourcing these services in Alaska, Alaska is the location of the government owned propellers and shipment out of Alaska would only increase the IGE. The government has previous experience working with Dominion Propeller Corporation as they currently have a Propeller Maintenance Service BPA with the government that is due to expire July 2025. Dominion Propeller Corporation has always had a good standing with the government in the past and is registered in
SAMS.
5. Market Research.
Internet searches were conducted, past orders/awards for propeller services were reviewed.
Knowledgeable government personnel from the Office of Aviation Services (OAS) were interviewed about this need and the Federal Aviation Administration’s (FAA) requirements as well as pricing of propeller repair in Anchorage, AK. OAS personnel have the experience and knowledge necessary to understand this requirement and its challenges with getting the services needed.
OAS personnel have recent history doing business with Dominion Propeller Corporation. They have the experience and knowledge necessary to understand this requirement and its challenges.
Dominion Propeller Corporation is the only known FAA Approved Certified Repair Station for Propellers that is registered in SAMs and located in Alaska. Mandatory sources were reviewed to include GSA Advantage!. GSA does not provide this service. Other mandatory sources do not provide this service.
Based on the efforts described above, market research found this acquisition will be a sole source brand name request IAW FAR 13.106-1(b)1. Dominion Propeller Corporation is the only FAA approved Certified Repair Station for Propellers that can fill this requirement for the Office of Aviation Services fleet aircraft. NAICS code 336413 “Other Aircraft Parts and Auxiliary Equipment Manufacturing” (Illustrative examples includes Inspection services, Maintenance and repair services, testing services, etc.) applies to this acquisition.
Based on market research, agency urgent need, safety, time and warranty this requirement will be sole sourced to DOMINION PROPELLER CORP who meets the agency needs for the service or replacement purchase of these brand name item(s).
Under the authority of FAR 13.106-1(b)(1), the undersigned hereby determines that this action only covers the propeller as a brand name justification.
