About this file
This document is a Sole Source Justification for a Blanket Purchase Agreement (BPA) to procure a Skydio X2E Unmanned Aerial System (UAS), Skydio Next Generation UAS, and related equipment for the Department of the Interior (DOI) Office of Aviation Services (OAS). The justification cites the authority under FAR Part 13.5 for simplified procedures for commercial products and services, and states that Skydio is the only possible provider of the required software configuration and the forthcoming Skydio Next Generation UAS. The estimated total ordering value is $480,000 over a 3-year period. The Skydio X2E and Next Generation UAS are uniquely suited to support the DOI mission of managing and protecting natural resources in a safe, cost-efficient, and environmentally-friendly manner. A related federal contract opportunity has been awarded to an unknown vendor for the Skydio X2E and Next Generation UAS BPA.

This is a new requirement to procure a sole source Blanket Purchase Agreement (BPA) to purchase a Skydio X2E Unmanned Aerial System (UAS), Skydio Next Generation and any other future integrations of separately purchased UASs and other equipment needed for DOI operations (batteries, chargers, future Ground Control Stations, tablets, controllers, etc.). The vendor being considered for this requirement is Skydio, Inc. (SAM UEI: LTBJCLHYL5S9).
A description of supplies or services required to meet the agency’s needs (including the estimated value).
The supplies to be furnished a Skydio X2E UAS, Skydio Next Generation and any other future integrations of separately purchased UASs and other equipment needed for DOI operations (batteries, chargers, future Ground Control Stations, tablets, controllers, etc.). The Government reserves the right to bilaterally modify the agreement at a later date to include other items that DOI commonly uses, any future versions of the Skydio X2E, Skydio Next Generation, other UASs, and other equipment needed for DOI operations (batteries, chargers, future Ground Control Stations, tablets, controllers, etc.).
The estimated total ordering value is $480,000.00 for a three (3) year ordering period.
Delivery of item(s) is expected to be annotated per call order.
An identification of the statutory authority permitting sole source acquisition.
This is an acquisition conducted under the authority of the FAR Part 13.5, Simplified Procedures for Certain Commercial Products and Commercial Services. The statutory authority permitting sole source acquisition is 41 U.S.C. 1901 as implemented by FAR 13.501(a)(1)(ii).

DOI has the responsibility to manage and protect the America’s natural resources; land, water, wildlife, and energy. The missions to fulfil this responsibility can be hazardous to government personnel, must be performed on a continuous basis, and conducted with minimal impact on vegetation, wildlife, and visitors using our national lands. The Skydio X2E and Skydio Next Generation has been identified to meet the required needs of the DOI and its Bureaus.
The Skydio X2E is equipped with six (6) 4K navigation cameras which allow for 360-degree obstacle avoidance, a dual sensor payload, a 12MP color camera, a 320x256 thermal sensor, and available software for 2D mapping and GPS scan. The Skydio Next Generation comes with many of the same advanced features found on the Skydio X2E, as well as being equipped with a professional camera which allows for meticulous video and color quality.
Because of their advanced features, both UASs are uniquely suited to support the DOI mission by obtaining remote data in a the most safe, cost-efficient, and environmentally friendly manner. The Skydio X2E and Skydio Next Generation are not authorized by the manufacturer for resale through any vendors.
A description of efforts made to ensure that offers are solicited from as many potential sources as practicable, including whether a notice was or will be publicized as required by FAR Subpart 5.2 and, if not, which exception under FAR 5.202 applies.

Discussions held with Skydio, the product manufacturer, revealed that the software configuration required by the DOI is not sold by any authorized resellers. While there are resellers authorized to sell the Skydio X2E, the software configuration of the Skydio X2E sold by these resellers is distinctly different from the software configuration of the Skydio X2E requested by the requiring activity. Per the discussions, it was also revealed that the Skydio Next Generation will be released by the manufacturer as a product for sale in Fall 2023 and will only be available for sale by Skydio. As such, Skydio, Inc. is the only possible provider of the r
