About this file

This is a Limited-Sources Justification document issued by the Department of Interior (DOI) Interior Business Center for a follow-on copier services contract with JTF Business Systems Corp. The justification supports awarding a task order against GSA Multiple Award Schedule Contract #GS-03F-0182V as a follow-on to Order #140D8020F0254.

The requirement is for one multifunctional copy/print/scanning machine, delivery, installation, employee training, and maintenance services at the Office of Aviation Services (OAS) Admin Building in Anchorage, Alaska. The period of performance includes a one-year base period with four one-year options. The work falls under NAICS code 532420 (Office Machinery and Equipment Rental and Leasing) and PSC W036. The justification cites FAR 8.405-6(a)(1)(i)(C) to award to JTF as the incumbent contractor, noting their satisfactory performance and arguing that changing contractors would result in additional costs and inefficiencies. The original contract was competitively awarded to JTF on January 23, 2020. Pricing will be based on GSA-approved rates with potential additional discounts negotiated per FAR 8.405-4.

LIMITED-SOURCES JUSTIFICATION

OVER THE MICRO-PURCHASE THRESHOLD AND

UNDER THE SIMPLIFIED ACQUISITION THRESHOLD

AUTHORITY: FAR 8.405-6 and 40 U.S.C 501

Solicitation 140D0425Q0190 as follow on to GS-03F-0182V/140D8020F0254

This acquisition is conducted under the authority of the Multiple Award Schedule Program.

1. Contracting activity/agency:

This is a Limited Source Justification, under FAR 8.405-6(a)(1)(i)(C), executed by the Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), Division II Branch I, on behalf of the Office of Aviation Services.

2. Description of supplies or services required to meet agency needs:

The Government intends to award a task order against existing General Services Administration (GSA) Multiple Award Schedule (MAS) Contract #GS-03F-0182V, which will be a follow-on to Order # 140D8020F0254. This follow-on will allow the vendor, JTF Business Systems Corp., to provide continued copier services that were delivered under the existing order.

3. Identification of the limited source(s) to be solicited:

The DOI Office of Aviation Services (OAS) requires a vendor to provide one multifunctional copy/print/scanning machine, delivery of the machine and support the installation; training OAS employees; as well as maintenance services. Additionally, the vendor will also be required to remove and dispose of the existing copier machine. Maintenance/Service will be performed per the manufacturer’s schedule and on an "as needed basis" as requested by OAS. The NAICS code for this requirement is 532420- Office Machinery and Equipment Rental and Leasing, under GSA MAS 532420LC–Operating Lease Plan For Copiers. The Product Service Code (PSC) is W036 Lease or Rental of Equipment- Special Industry Machinery.

As mentioned, the follow-on contract will be awarded to JTF. The location of the vendor is as follows:

7370 Steel Mill Drive Springfield, VA 22150

The period of performance is for a one-year base contract with 4-one year option periods. The Independent Government Cost Estimate (IGCE) is including the six-month extension under FAR clause 52.217-8- Option to Extend Services.

Solicitation 140D0425Q0190 as follow on to GS-03F-0182V/140D8020F0254

4. Reason for authority cited:

IAW FAR 8.405-6(a)(1)(i)(C) – In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.

The order is a logical follow-on to order 140D8020F0254, which was competitively awarded to JTF on January 23, 2020, under its GSA MAS contract GS-03F-0182V, and provides an additional copier machine at the OAS Admin Building in Anchorage, Alaska.

5. Rationale:

The authority relied on for limiting sources to the vendor that is performing the existing order is FAR 8.405-6(a)(l)(c) (“In the interest of economy and efficiency, the new work is a logical follow-on to an original Federal Supply Schedule order provided that the original order was placed in accordance with the applicable Federal Supply Schedule ordering procedures. The original order or BPA must not have been previously issued under sole-source or limited-sources procedures.”

All conditions for the use of this authority are met. The original order, 140D8020F0254, was competitively awarded to JTF in 2020 in accordance with FAR 8.405-1 ordering procedures, and no sole-source or limited-sources procedures have been employed to extend the original order. The contractor has continued its satisfactory performance, and there have been no issues. Moreover, the work to be performed under the new order is a direct and logical follow-on to the original order.

As the incumbent contractor, JTF is currently in place performing the same services on OAS’ other copier in an acceptable manner. Going to another contractor, either through competition or other method would require additional time and expenses to the government just for the re-procurement effort for this requirement. A logical follow-on order to JTF will avoid the reduced efficiency associated with a transition to a new contractor and the subsequent learning curve for that contractor, and these cost savings are likely to outweigh any savings from potentially lower lease rates that could result from a competitive procurement. A logical follow- on order would also avoid the administrative costs associated with conducting a competitive procurement, which would likely take at least several months and involve numerous staff in the requiring activity.

Additionally, if the printer being replaced is not the same or very similar to the current copier, the OAS staff would also have to be trained on how to operate it, causing potential delays in work products. The services performed by JTF has been provided in a timely manner and consistent throughout the life of the current order at an exceptional manner.

The Contracting Officer anticipates the price(s) will be fair and reasonable because the vendor has an established GSA contract with GSA approved rates already determined fair and reasonable by a GSA Contracting Officer. In addition, the CO will compare pricing from the quote to market pricing in accordance with DOI-AAAP-0024, as well as the current contract’s pricing while also taking inflation

Solicitation 140D0425Q0190 as follow on to GS-03F-0182V/140D8020F0254 into account. The initial Contract # GS-03F-0182V, Order # 140D8020F0254 was issued against the GSA MAS with pre-approved rates. This follow-on effort will be requested to be priced against the GSA approved rates. The Contracting Officer will also request further price reductions for the required product/services in accordance with FAR 8.405-4.

6. Market Research:

Since the work is a continuation of the work being performed under order 140D8020F0254, a logical follow-on will be awarded to JTF, the current services provider.

No market research was conducted among GSA schedule holders because this order is logical follow-on to the existing order with JTF.

Under the authority of FAR 8.405-6, the undersigned hereby determines the circumstances of this action deem only one source is reasonably available as supported herein.
