About this file

This document is a Limited-Sources Justification for procuring hardware maintenance and software technical support for the Pension Benefit Guaranty Corporation's (PBGC) Physical Access Control and Surveillance System (PACSS) under the authority of FAR 8.405-6.

The PBGC seeks to manage and support a fully operational and reliable PACSS solution to ensure physical security at all PBGC facilities. PBGC conducted market research but received no responses, so they determined Siemens Industry, Inc., an authorized integrator of the required software solutions, is the only reasonably available source located in the local commuting area. The justification cites the brand-name exception under FAR 8.405-6(b)(1) as the rationale for the limited source solicitation. The contract was awarded to Siemens Industry, Inc. on September 3, 2024 under GSA contract GS07F217CA, but the contract amount is not specified.

6. Market Research.

PBGC ITIOD posted requests for information (RFIs) on both NASA SEWP and GSA and received no responses.
