The Contracting Officer determined single source procurement is justified under RFO 12.102(a) based on urgency and the specialized nature of the requirement. Market research included evaluation of AbilityOne, Federal Supply Schedules, GWACs, MACs, issuance of a Sources Sought notice on SAM.gov (August 4–7, 2026), and searches of the Small Business Dynamic Search and Acquisition Solution Finder website. No viable alternatives were identified capable of providing K-9 detection services for invasive species. The University of Guam possesses trained personnel and canine teams with expertise in detecting the species of concern and geographic proximity enabling immediate deployment. Delays in procurement would significantly harm government interests by increasing ecological and economic risks and complicating FEMA recovery operations. The determination was signed by Contracting Officer Joan Clarkston on September 10, 2026, and concurred by Program Manager/COR Pasquale Scida on September 11, 2026.

1. Contracting activity/agency.
Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), on behalf of the Office of Environmental and Policy Compliance.
2. Description of supplies or services required to meet agency needs.

On July 3, 2026, President approved an Emergency Management Declaration for Guam and the CNMI, covering Saipan, Tinian, Rota, and the Northern result of the relief operation, most disaster relief cargo arriving to CNMI come via Guam ports. The Little Fire Ant and Coconut Rhinoceros Beetle are of special concern that they could be introduced to the CNMI from Guam as a result of the disaster relief. These species are widespread on Guam and movement of loose cargo and construction materials are a known pathway for inter-island spread during disaster recovery. The introduction of these species to the CMNI would be devastating to the native species.
Therefore, this requirement will procure support services from trained K-9 units to monitor and detect these species.
As a result of the Typhoons, the on site conditions are austere with limited cellphone service, electricity, and water. This is anticipated to be a purchase order with up to four-week period of performance which is estimated to be around .

3. Basis for Single Source Determination.

The Contracting Officer has determined that only one source is reasonably available due to Urgency. The nature of the requirement has been deemed urgent and following competitive procedures would result in an unacceptable delays.
4. Detailed Rationale.
rapid mobilization of specialized teams to address three invasive species. The University of Guam is the only identified resource capable of meeting these urgent needs. Their Department of Agriculture/Biosecurity Division has trained personnel and canine teams experienced in detecting the species of concern, and their proximity allows for immediate deployment. Prompt canine inspections are essential to prevent the spread of the Little Fire Ants and Coconut Rhinoceros Beetle in CNMI. Delays would significantly harm government interests by increasing ecological and economic risks, complicating FEMA recovery, and raising long-term eradication costs. For example, the Coconut Rhinoceros Beetle population has decimated 90% of Guam’s endemic cycads which was listed as the most abundant tree in Guam’s forests in a 2002 forestry survey. As a result, this plant was added to the National Endangered Species List in 2015. The second most abundant tree on Guam was the coconut palm, but it they have also been severely damaged and killed by this beetle.
5. Market Research.
The Contracting Officer evaluated all mandatory sources for services under Revolutionary FAR Overhaul (RFO) 8.102 and 8.104. The Contracting Officer determined AbilityOne does not offer these services. In a review of the Federal Supply Schedules, GWACs, MACs (8.104), the Contracting Officer did issue a Sources Sought notice on August 4, 2026, for both Special Item Numbers 541620 (Environmental Services) and SIN 812910 (Security and Protection – Security Animals and Related Services). Originally, the Contracting Officer anticipated leaving it open through August 12, 2026, but due to the urgency, it was ended on August 7, 2026. No responses were received indicating capability or interest to fulfill der Website and could not find any vehicles available for these types of services for DOI use other than GSA Schedule. Similarly, an announcement was posted on SAM.gov on August 4, 2026, planned to close August 12, 2026, but closed early due to the emergency. Again, no responses indicated capability to provide these services. The Contracting Officer also searched the Small Business Dynamic Search on August 7, 2026, using “K-9” and “invasive.” All results were trainers, trainer suppliers, or no viable options were identified.
