About this file
This is a Single Source Determination document under the Simplified Acquisition Threshold (SAT) for a commercial product or service.
The Department of the Interior, Interior Business Center, Acquisition Services Directorate is procuring continued operation and maintenance (O&M) services for the Air National Guard (ANG) Strong Bonds Program's existing platform, known as the Activity and Information Management System (AIMS). AIMS is a Government Off The Shelf (GOTS) information management system that originated from the former National Guard Bureau Joint Services Support enterprise capability. The system serves as the primary mission-support and information-management platform for the Strong Bonds Program, supporting headquarters and state-level execution across all 54 states and territories. Core capabilities include enterprise event planning and lifecycle management, public-facing and restricted-access interfaces, logistics coordination, surveys and evaluations, after-action reporting, workflow automation, dashboards, and secure collection and reporting of mission and participant data. The requirement is to sustain and operate this mission-critical enterprise system while preserving continuity of operations, institutional knowledge, cybersecurity posture, and operational reliability.
Affinity eSolutions, Inc. (UEI: J236GFL8AD67, located at 871 Venetia Bay Blvd., Suite 228, Venice, FL 34285) has been identified as the single source to be solicited under contract 140D0426C0886. The determination is based on exclusive licensing/proprietary data. Market research conducted by the Program Office determined that no other identified vendors possess the necessary institutional knowledge, technical depth, and continuity of cybersecurity operations required to sustain AIMS during critical technical transition. A notice of intent to sole source was posted on Sam.gov on August 25, 2026, with a closing date of September 8, 2026; one capability statement was received and reviewed but determined not to possess the required capabilities specified in the Statement of Work.

SINGLE SOURCE DETERMINATION

AUTHORITY: RFO 12.102(a)

1. Contracting activity/agency.
Department of the Interior (DOI), Interior Business Center (IBC), Acquisition Services Directorate (AQD), Air National Guard
2. Description of supplies or services required to meet agency needs.
The Air National Guard (ANG) Strong Bonds Program requires continued operation and maintenance (O&M) services for its existing Strong Bonds Website, also known as the Activity and Information Management System (AIMS), which serves as the program’s primary mission-support and information-management platform.
AIMS is a modern, Government Off The Shelf (GOTS) information management system that originated as part of the former National Guard Bureau Joint Services Support (JSS) enterprise capability. Following the sunset of JSS, AIMS was operationalized as an independent platform, enabling the Government to retain and continue using a proven technical asset without developing a new system. Since that transition, AIMS has functioned as the core operational workhorse of the ANG Strong Bonds program.
Today, AIMS supports Strong Bonds headquarters and state-level execution across all 54 states and territories, providing an integrated, mission-critical capability set that includes enterprise event planning and lifecycle management, public-facing and restricted-access interfaces, logistics coordination, surveys and evaluations, after-action reporting, workflow automation, dashboards, and secure collection, management, and reporting of mission and participant data to support national visibility and readiness outcomes.
The requirement is to sustain and operate this existing GOTS platform as a mission-critical enterprise system, preserving continuity of operations, institutional knowledge, cybersecurity posture, and operational reliability in direct support of ongoing Strong Bonds mission execution.
