Questions and Answers for
RFQ #A16020
Operation & Maintenance of Card Readers and PIV Badge Certification
1) Is the Kastle Systems (Kastle) compliant?
a. This link is the approved products list (“APL”) for GSA, HSPD-12 and FIPS-201 components and systems. Kastle does not appear to be listed.
http://www.idmanagement.gov/approved-products-list
b. This link is the removed products list. Kastle does not appear to be listed here either.
http://www.idmanagement.gov/removed-products-list
Response: Kastle does provide card readers that are compliant with both HSPD-12 and FIPS-201 and is stated in Kastle Systems LLC GSA Schedule GS-07F-9740H. It is unclear why this is not reflected on the lists.
2) Since Kastle does not appear on either the approved or removed lists, they may have designed a system composed of compliant parts. However, that would require CSEIP registered engineers. They do not appear to have any CSEIP engineers according to this link. http://www.smartcardalliance.org/activities-cseip-registry/
Response: As stated before, Kastle Systems does provide card readers that are compliant with both HSPD-12 and FIPS-201 and therefore requirement for CSEIP registered engineers is not applicable.
3) Block 11 of the J&A states that the software and card readers are a proprietary system from
Kastle. Therefore, Kastle should be listed on the HSPD-12 approved list in Note #1 above.
Further, since the government states that the system is a Kastle system and proprietary, is it correct to assume that the system is not made from other manufacturers’ components that may be on the list separately?
Response: Kastle’s software to the existing card readers is proprietary; however, the card readers may be made from other manufacturers’ components.
4) Is the PIV Card Certification required just for just Task 6 – 1500 Pennsylvania Ave. SE, Washington, D.C. or is it required for all buildings?
Response: The PIV Card Certification is required for all buildings listed in the Statement of Work and PIV Card Certification count is 1325.
