About this file
This is a Justification and Approval document for a sole-source acquisition under simplified acquisition procedures issued by the Bureau of Land Management (BLM), U.S. Department of the Interior, West Desert District Fire Management. The BLM is procuring repair services for one International 7300 SFA 4x4 fire management vehicle that experienced a transfer case failure. The contracted services, to be awarded to Rush Truck Centers, include removal and diagnosis of the failed transfer case, procurement and installation of a compatible upgraded replacement transfer case meeting International/Navistar specifications, associated drivetrain adjustments, fluid replacement, functional testing, and return of the vehicle to operational readiness. The estimated contract value is $30,830.18, including parts, labor, and incidental costs.
The justification for sole-source award cites two primary authorities: 41 U.S.C. § 3304(a)(1), as implemented by FAR 6.302-1 (Only One Responsible Source), and 41 U.S.C. § 3304(a)(2), as implemented by FAR 6.302-2 (Unusual and Compelling Urgency). Rush Truck Centers is identified as the sole authorized International (Navistar) dealer and mechanic shop in the geographic area, with exclusive access to proprietary diagnostic software, factory-trained technicians, and OEM-compliant parts necessary for safety and warranty compliance. Market research confirmed no alternative sources capable of meeting agency requirements exist without relocation risks estimated at $1,000–$5,000+. Additional urgency exists because the vehicle must be returned to service before the upcoming fire season to support wildfire suppression operations and meet interagency fire response obligations. The document was signed and approved on 02/06/2026 and 02/09/2026 by Program Specialist Pila Malolo, Contract Specialist Mark Renforth, and Contracting Officer Tori Blunt Mayes. Future competition will be promoted through statewide blanket purchase agreements, vendor pre-qualification, enhanced preventive maintenance, and mobile diagnostic service contracts.

JUSTIFICATION AND APPROVAL
FOR ACQUISITIONS UNDER THE SIMPLIFIED ACQUISITION PROCEDURES
This document sets forth the justification and approval as required by 13.106-1(b)(1) &(2).
1. Contracting agency and activity.
The Bureau of Land Management (BLM), U.S. Department of the Interior West Desert District Fire Management requests the Utah State Office Procurement Staff to contract on a sole source (including brand name) basis.
2. Nature and/or description of action being approved.
Sole source award to Rush Truck Centers for the supply and installation of an upgraded transfer case, including all necessary labor, parts, diagnostics, testing, and related services to restore one
(1) International 7300 SFA 4x4 fire management vehicle to full operational status.
3. Description of supplies or services.
Services include removal and diagnosis of the failed transfer case, procurement and installation of a compatible upgraded replacement transfer case meeting International/Navistar specifications, associated drivetrain adjustments, fluid replacement, functional testing, and return of the vehicle to operational readiness. The vehicle is a critical 4x4 asset used for wildfire suppression, access to remote public lands, and emergency response in the West Desert District.
***Note: It is not required to go into minute details, but to offer a full description of who, what, where, when, and why.
4. Estimated dollar value.
$30,830.18 (including parts, labor, and incidental costs).
5. Statutory authority.
__X__41 U.S.C. 1901 – Simplified acquisition procedures (use when the simplified procedures for purchases of property and services for amounts (1) not greater than the simplified acquisition threshold
____41 U.S.C 1903 – Special emergency procurement authority (applies when in support of a contingency operation as defined in section 101(a) of title 10 or to facilitate the defense against or recovery from nuclear, biological, chemical, or radiological attack against the United States).
Primary: 41 U.S.C. § 3304(a)(1), as implemented by FAR 6.302-1 (Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements). Supporting: 41 U.S.C. § 3304(a)(2), as implemented by FAR 6.302-2 (Unusual and Compelling Urgency).
6. Rationale supporting use of the authority stated in paragraph 5.
Rush Truck Centers is the only authorized International (Navistar) dealer and mechanic shop in the area. International heavy-duty vehicles require proprietary diagnostic software, technical data, factory-trained technicians, and OEM-compliant parts available exclusively through authorized dealers to ensure safety, reliability, and warranty compliance. Non-authorized repairs risk component incompatibility, future failures, or voided warranties. The vehicle is currently inoperable and located at Rush Truck Centers' facility following initial diagnosis. Relocating it would require specialized heavy-duty towing, with costs estimated to industry benchmarks: $300– $1,000+ base/hook-up + $5–$10 per mile for Class 7 wrecker service, often $1,000–$5,000+ total, negating any competitive savings and adding delays/risks. offset any potential savings from competition. Additionally, unusual and compelling urgency exists because the vehicle must be returned to service before the upcoming fire season to support wildfire suppression operations.
Delay would impair the District's ability to protect public lands, ensure firefighter and public safety, and meet interagency fire response obligations.
7. Other information.
The vehicle experienced a transfer case failure and cannot be moved without towing. Immediate repair at the current location minimizes downtime and risk of further damage. The upgraded transfer case is necessary to enhance durability for demanding off-road fire management use.
Supporting documentation (e.g., vendor quote, dealer locator confirmation, towing cost estimates) will be attached.
8. The efforts to identify additional sources including the market research conducted.
Market research included review of the official International/Navistar dealer locator, web searches for authorized service providers in the West Desert District area, and inquiries regarding local heavy-duty truck repair capabilities. Results confirmed Rush Truck Centers as the sole authorized International dealer/mechanic shop in the relevant geographic area. While independent repair facilities exist, none are International-authorized and lack access to required proprietary tools, parts, and technical support. No alternative sources capable of meeting agency requirements without relocation risks and delays were identified.
9. Future plans to permit competition.
To promote competition in future repairs, the BLM West Desert District will: (1) explore establishing blanket purchase agreements or multiple-award schedules with authorized International dealers statewide; (2) identify and pre-qualify additional heavy-duty repair vendors in operational areas; (3) enhance preventive maintenance programs to reduce emergency breakdowns; and (4) consider stocking critical spare components or contracting for mobile diagnostic services where feasible.
10. The ordering activity Contracting Officer’s certification that the justification is accurate and complete to the best of the Contracting Officer’s knowledge and belief and evidence that the supporting data that form a basis for the justification have been certified as complete and accurate by technical/program personnel.
I certify that the facts and representations under my cognizance, which are included in this justification and which form a basis for this justification, are complete and accurate.
