Contracting Officer

Text3: Puerto Rico State Police Puerto Rico DNER LE Branch

Text2: The Service has explored the possibility of contracting the Commonwealth (i.e., State) Police Department to meet this need. However, they do not have the available personnel to meet the requirements of the Service on a daily basis and over a period of one year. The same thing occurred when we approached the LE branch of DNER (Department of Natural and Environmental Resources). Other alternatives were contracting a private security company; however, they did not have the legal authority to conduct Law Enforcement within the Wildlife Refuge.
Text1: On average the Vieques NWR recieves more than 300,000 public visits per year. Its lands cover over 50% of the island of Vieques, it has a high biodoversity, high levels of drug trafficing and is also a CERCLA (Superfund site) where the Navy continues to investigate and remove live ordinance. The Vieques Municipal Police Department (VMPD) through the Municipality of Vieques will contract out their services to the Vieques NWR. Due to shortage of USFWS LE personnel and for safety measures, the VMPD will provide LE patrols on the refuge, conduct safety rounds, assist with night fishing and close the gates on the east/west tracts of the refuge during the specified period.
Text4: As outlined above, the Service explored all “market” possibilities available on the island and in Commonwealth. However, since the need is for actual Law Enforcement support and services, there is a very small pool and a limit as to who can provide this type of service. All other State and Federal LE agencies, did not have the personnel or the interest or the logistical ability to carry out this type of work at the VNWR.
Text6: Based on the estimates provided by the Vieques Municipality for previous contracts and market research conducted on the standard salaries of LE agencies across Puerto Rico, the estimate is a fair and reasonable cost.

Text5: The VMPD is a fully fledged and authorized law enforcement agency under the Puerto Rico and Vieques governments. The VMPD LE officers are all graduates of the PRPD LE Academy, who maintain the yearly qualifications. The VMPD has full LE jurisdiction across the entire island including the Vieques NWR. THE VMPD has a twenty year history of mutual cooperation with the VNWR and has been under contract with the USFWS on other occasions. During those periods the contract were carried out to the full satisfaction of the Service.
