About this file
This is a Single Source Justification (SSJ) form (FWS Form 3-0034) from the U.S. Fish and Wildlife Service's Joint Administrative Operations Acquisitions Operations division for purchases under the Simplified Acquisition Threshold (SAT). The form is designed to document justification for sole source acquisitions when only one source is reasonably available due to circumstances such as urgency, exclusive licensing agreements, brand name requirements, or industrial mobilization.
The document is a blank template that includes sections for Description of Need, Market Research Conducted, Other Capable Sources, Barriers to Competition, Contractor's Qualifications, Determination of Fair and Reasonable Cost, and requires certification from both the Program/Project Officer and Contracting Officer. This template is specifically for the Sacramento NWRC's requirement to repair a John Deere 6130M Tractor's turbocharger at Sutter National Wildlife Refuge, though the form itself contains no filled-in details.

Text2: The scope of the job requires the tractor to be taken into a shop as opposed to having a mechanic come to the Refuge. Very few shops have the capacity or expertise for this work. PAPE is the outfit that works on John Deere machinery within reasonable distance from the Refuge. Our local PAPE (Yuba City, CA), works on this agricultural equipment and is capable of making the repairs. All other nearby John Deere shops are owned and operated by PAPE. The Yuba City one is the closest.
Text1: The John Deere 6130M needs the turbocharger replaced to operate properly
Text4: A shop large enough for the tractors. Expertise and equipment to work on John Deere equipment. Willingness and expertise in working specifically on John Deere equipment. Distance to Haul.
Text6: IAW FAR 13.106-3(a)(2)(11) price considered fair and reasonable.
We have had numerous repairs done to tractors and PAPE's costs are similar to costs of other equipment repairs. We have received quotes from PAPE for repair of the 6130M and they seem appropriate for the required repairs.
