About this file

This is a Single Source Justification (Under SAT) form prepared by the U.S. Fish and Wildlife Service for a sole source acquisition under the Simplified Acquisition Threshold.

The U.S. Fish and Wildlife Service requires emergency transportation services for spring run Chinook salmon from Leavenworth National Fish Hatchery in Leavenworth, Washington to Little White Salmon NFH in Cook, Washington (500 miles round trip). The requirement is for two diesel semi-tractor with two drivers for immediate use during the period of June 15th through June 19th, 2026. Market research conducted by FWS managers and hatchery staff in Region 1 and 8, along with tribal programs such as the Yakama Nation Fisheries Program, identified only one qualified source based on time restrictions and load requirements. Rich Thompson Trucking Incorporated (RTTI) was the sole company recommended due to its 30-year track record transporting fish through the Snake River and Columbia River systems. RTTI possesses the specialized live support systems required for fish transport trailers located at the Boise Field Office and is familiar with Idaho Fish and Game operations. The estimated cost is $4.08 per truck per mile, totaling less than $20,000. RTTI's experience with safely transporting fish for 30 years and its familiarity with the specialized equipment necessary for this mission establish its qualifications as the only capable source. Both the Program/Project Officer (Mathew Maxey) and the Contracting Officer (Chelsea Devivo) have certified and approved the sole source acquisition procedures on August 28, 2026.

Contracting Officer

Text3: Other general trucking companies but none of them were recommended by other hatchery staff. We would need to locate an experienced contractor that has a track record of loading, hauling and releasing salmon that is comparable to the one that Rich Thompson Trucking Incorporated has.
Text2: Managers contacted hatcheries in Region 1 & 8 along with tribal programs such as Yakama Nation Fisheries Program. Based on the time restrictions and total load requirements, only one option was recommended based on past experiences and availability of trucks. The Lower Snake River Compensation Plan managers recommended a private contractor that they have used for 30 years to transport fish through the Snake River and Columbia River systems.
Text1: Leavenworth National Fish Hatchery (Leavenworth NFH) located at 12790 Fish Hatchery Road / Leavenworth / Chelan County / Washington requires the services of two (2) diesel semi-tractor with two (2) drivers, for immediate use in spring Chinook salmon emergency transportation during June 15th, 2026, through June 19th, 2026. The trucks & trailers need to be loaded with spring run Chinook salmon at Entiat NFH in Entiat, WA and be transported to Little White Salmon NFH, Cook, WA (500 miles round trip).
Text4: Rich Thompson Trucking Incorporated was the only company that came recommended from all of the hatcheries that were contacted.
Text6: RTTI has suggested that this project would cost $4.08 per truck per mile, which comes out to less than $20,000. Based on stakeholder interest & the high profile of this project, RTTI's experience with safely transporting fish for 3 decades, and familiarity with the fish transport trailers; I find the cost estimate to be reasonable and fair.
