About this file
This is a Single Source Justification form (FWS Form 3-0034) used by the U.S. Fish and Wildlife Service to justify procurement of equipment under the Simplified Acquisition Threshold (SAT) through sole source procedures.
The justification supports the acquisition of a Caterpillar 275XE Compact Track Loader (CTL) for the Fish and Wildlife Service in Region 1. Over the past two years, eight of these machines have been deployed across multiple refuges, demonstrating effectiveness in refuge maintenance operations. The 275XE was selected based on market research showing its superior horsepower rating above 130 hp and hydraulic flow rate of 40 GPM, making it uniquely capable of operating a drum grinder for land management and habitat improvement tasks while maintaining functionality for standard Skid Steer operations. The justification acknowledges that finding a competing CTL with these specific performance specifications in the current market is particularly challenging. The proposed contractor is the only source capable of meeting compatibility requirements, and pricing has been verified as fair and reasonable based on comparison with similar equipment and previous procurements. The justification was certified by Program/Project Officer Chadd Smith on September 10, 2026, and approved by Contracting Officer Chelsea DeVivo on the same date under FAR Part 13 sole source acquisition procedures.

| Text3: Finding a CTL in the current market with both a horsepower rating above 130 hp and a hydraulic flow rate of 40 GPM has been particularly challenging. The CAT 275XE stands out as a solution that meets these demanding specifications. |
| Text2: Caterpillar 275XE Compact Track Loader (CTL) |
Performance and Versatility Market research demonstrates that the Caterpillar 275XE Compact Track Loader (CTL) stands out for its superior horsepower and gallons per minute flow rate. These specifications make it especially effective for operating a drum grinder, which is vital for enhancing land management tasks and improving habitat on refuges. In addition to its specialized capabilities, the 275XE maintains the functionality needed for standard Skid Steer operations. This combination provides greater versatility, allowing the CTL to handle a wide range of tasks required on refuge properties.
Safety Features Operator safety is a primary concern for the Service when selecting CTLs. The machines are ordered with mulching units and, in accordance with Service policy, must include a land management package guarding (LM2). This package features a polycarbonate door designed to protect the operator during mulching applications. Furthermore, the 275XE comes equipped with a factory-installed Fire Suppression System, which safeguards both the operator and the machine, reducing the risk of injury or total machine loss.
Text1: Caterpillar 275XE Over the past two years, the Fish and Wildlife Service in Region 1 has implemented the use of the Caterpillar 275XE Compact Track Loader (CTL) to improve operational efficiency across multiple refuges. A total of eight machines has been deployed, demonstrating notable effectiveness in managing various aspects of refuge maintenance.
Operational Effectiveness and Efficiency The adoption of the CAT 275XE CTL has resulted in consistent improvements in maintaining roadways, clearing forests, and managing wetlands. Its versatility enables staff to perform a wide range of day-to-day tasks that are essential for sustaining refuge functionality.
Versatility and Adaptability The Caterpillar 275XE CTL can be equipped with a variety of auxiliary working tools, allowing it to adapt to diverse working environments. This flexibility ensures that the machine can meet the unique demands of each refuge, further enhancing operational effectiveness. The CAT 275XE is especially effective as a grinding and mastication machine for specialized habitat use, while still retaining the capability to operate as a traditional skid steer. Its superior horsepower rating of 134 hp, along with a 40 gallons per minute flow rate, allows the machine to efficiently run a drum grinder, making it highly effective for refuge maintenance tasks. An added feature to the CAT 275XE is the factory installed Fire Suppression System Enhancing Visitor Experience These operational improvements contribute to a better experience for visitors. With easier and more enjoyable access along designated paths, guests can view wildlife in a well-maintained environment, promoting greater appreciation and enjoyment of the refuges.
| Text4: Refuges do not expect any barriers to competition in future acquisitions. The Bonnell 312 is preferred due to its unique capability to support efficient and cost-effective road maintenance within refuge properties. | |
| Text6: pricing is in alignment with similar equipment with similar capabilities, and CO has reviewed previous procurements to ensure that the price is fair and reasonable. | |
