About this file
This document is a Justification & Approval for Other Than Full and Open Competition for a simplified acquisition over the micropurchase threshold for the National Park Service (NPS). The NPS requires the services of a qualified archeological consultant to: 1) review and evaluate previous archeological work to identify likely locations to search for quarters for people enslaved at the Booker T. Washington National Monument, 2) perform a Section 110 archeological survey of the identified areas, and 3) facilitate and conduct community outreach and workshops about the histories of enslavement and segregation at the park. The anticipated cost is $71,459.
The sole source justification is based on follow-on work, as the Ottery Group, Inc. has the current contract for the first phase of the "BOWA - Bridging the Centuries" project, and continuing with the same contractor will ensure consistency and efficiency in the data, personnel, and techniques used for the community outreach and consultation. Market research determined that other qualified vendors are available, but the Ottery Group is uniquely qualified due to the follow-on nature of the requirement.

JUSTIFICATION & APPROVAL FOR OTHER THAN FULL AND OPEN
COMPETITION
for SIMPLIFIED ACQUISITIONS OVER THE MICROPURCHASE THRESHOLD (See FAR Part 2) UP TO SAT
(See FAR 13.106-1)
Date: 8/13/2024 PR Number: 0040668894
1. Nature and/or description of the item/service being procured and its intended use (include the anticipated cost):
The National Park Service (NPS) requires the services of a qualified archeological consultant to undertake three tasks at Booker T. Washington National Monument.
The first consists of a review and evaluate previous archeological work to evaluate likely locations to search for quarters for people enslaved at the site. The second is to perform section 110 archeological survey of areas to be determined during task 1 to be likely locations of houses or quarters for the enslaved. The third task is to facilitate, the conduct of community outreach and host workshops to foster public discussions about the histories of enslavement and segregation represented at the park.
Anticipated Cost: $71,459.00
2. Sole Source Justification rationale:
☐ Only one responsible source.
☐ Urgent and compelling circumstances exist. Include critical delivery or performance dates, and when you became aware of the requirement. Provide a specific statement of the impact on Government operations, financial or otherwise, if the required delivery or performance dates are not met.
X Other: Follow-on work – supports continuity of operation
Explain:
The Ottery Group, Inc has a current contract for the first phase of the “BOWA - Bridging the Centuries” project. The end goal of the overall project culminates in community outreach workshops and consultation. In addition to the important archeological work that is being done under this project, an important aspect is to educate and inform park employees and the public (who have vested interest in BOWA due to familial ties) about the collection and historical significance of the survey. Both requirements have work tasks for the community outreach workshops. This is follow-on work that will be completed most efficiently, coherently, and cohesively by the same contractor, who is already completing phase 1 under contract 140P4223F0058. Additionally, utilizing consistent data, personnel, and techniques between these projects ensure the consultation and workshops will be effective and worthwhile to the Government.
The reason why hiring a different contractor for phase 2 is not in the best interest of the Government is because of data sharing issues and conducting workshops (whether at the same time, or at different times) may result in a difference of conclusion. Analytical results that come to different conclusions will leave the park and patrons confused and will render any data gathered null.
3. Market Research. Please explain the results or why one was not performed. State whether any other offers were received, or anyone expressed interest:
Market research determined that several qualified vendors are available on GSA Multiple Awards Schedule. However, The Ottery Group, Inc is uniquely qualified to conduct the required work due to the follow-on nature of the requirement and the need for consistent personnel in facilitating/conducting community outreach and consultation.
4. If this is a determination for sole source, the contracting officer certifies:
a. Only one source is available, or urgent and compelling circumstances exist.
b. The anticipated price will be determined fair and reasonable using the price analysis techniques described in FAR Part 13.106-3(a).
