Based on the above justification, I recommend this acquisition to be conducted using sole source acquisition procedures. I hereby certify that this justification is accurate and complete to the best of my knowledge and belief.

Text3: We are constantly monitoring avian transmitter manufactures web sites and communicating with other researchers around the World to locate other possible sources of light-weight GPS-GSM transmitters. Neither we nor any of our contacts have found a comparable transmitter.
Text2: The hawks we are placing transmitters on weigh an average of 445g. Sound practice and our permit from USGS that authorizes us to deploy these transmitters on the birds require that the transmitters we use weigh no more than 3% of the hawk's body weight (13.5 grams). The only GPS-GSM transmitters available in World to our knowledge that weigh less than 15 g are the Ornitrack 10g 4G transmitters manufactured by Ornitela, a company in Lithuania.
Text1: We are in year 13 of a long-term demographic study of Cooper's hawks in Albuquerque , New Mexico. As part of this study, we deploy GPS-GSM transmitters on a sample of hawks each year to estimate survival rates, and rates of emigration and migration. We propose to purchase 15 transmitters for deployment on Cooper's hawks in July 2024.
Text4: Russia has produced a 5g transmitter that may become available for purchase in the future. Assuming we could get approval to purchase transmitters from Russia, this transmitter may offer competition once they are available. As of now, however, availability of these transmitters is blocked by sanctions on Russia and it is unclear when those may be lifted.
Text6: Ornitela offers transmitters at competitive prices and flexible data transfer fees. To our knowedge, Ornitela is the only company in the world with GPS-GSM transmitters (Ornitrack 10g 4G) that weigh less than 15 grams.
