Suggested Vendor: Escambia Co Dept. of Public Safety 221 Palafox St. Pensacola Fl. 32502 DUNS No: 075079673
Only one responsible source and no other supplies or services will satisfy agency requirements: X
Unusual and compelling urgency:
Authorized or required by statute:
The item is peculiar to one manufacturer:
Rationale for determination: (7) Rationale for determination in (6) above. Authority is derived from 6.302-5 Authorized or required by statute. 2016 Florida Statutes Title XI Chapter 163 | 163.01 Florida Interlocal Cooperation Act of 1969.—

(1) This section shall be known and may be cited as the “Florida Interlocal Cooperation Act of 1969.”

(2) This section permit local governmental units to make the most efficient use of their powers by enabling them to cooperate with other localities on a basis of mutual advantage and thereby to provide services and facilities in a manner and pursuant to forms of governmental organization that will accord best with geographic, economic, population, and other factors influencing the needs and development of local communities.

(3) As used in this section:

(a) “Interlocal agreement” means an agreement entered into pursuant to this section.

(b) “Public agency” means a political subdivision, agency, or officer of this state or of any state of the United States, including, but not limited to, state government, county, city, school district, single and multipurpose special district, single and multipurpose public authority, metropolitan or consolidated government, a separate legal entity or administrative entity created under subsection (7), an independently elected county officer, any agency of the United States Government, a federally recognized Native American tribe, and any similar entity of any other state of the United States. Statute continues:

(4) A public agency of this state may exercise jointly with any other public agency of the state, of any other state, or of the United States Government any power, privilege, or authority which such agencies share in common and which each might exercise separately.

(5) A joint exercise of power pursuant to this section shall be made by contract in the form of an interlocal agreement, which may provide for:

Escambia County Public Safety (AKA Santa Rosa Island Authority) has provided this service to the NPS since 2013. The NPS and ECPSD (Escambia County Public Safety Director) manage approximately thirty (30) consecutive miles of public beaches within Escambia County, Florida. The ECPSD manages the beaches and associated lifeguard services within the Pensacola Beach area, and the NPS manages the beaches and the associated lifeguard services within the adjoining Fort Pickens, Santa Rosa Areas, and the Perdido Key Area. The NPS and ECPSD continuously responded to and provided assistance to each other on a daily basis for water related emergencies. The NPS and ECPSD both hired, trained, and supervised lifeguard staff. As a result the NPS and ECPSD competed for the same applicant pool, conducted separate trainings that meet the same certification standards, and provided separate program management and staff supervision. All entities are capable of listening to, receiving, and responding immediately to incidents by way of tri-band radios to incorporate UHF and 700/800 frequencies with encryption. Frequencies are licensed by FCC to Fed, state, and local agencies. Private companies would not have radio access to allow for the immediate and urgent response to water related emergencies.

Describe the informal market survey and the results of the research historical ordering information or state why a market survey was not conducted: Santa Rosa Island Authority/Escambia County has provided this service to Gulf Islands NS since 2013. The NPS and ECPSD (Escambia County Public Safety Director) manage approximately thirty (30) consecutive miles of public beaches within Escambia County, Florida. The ECPSD manages the beaches and associated lifeguard services within the Pensacola Beach area and they met the same certification standards as Gulf Islands NS. The park is located within Escambia County, in which, the park already works closely with the county’s emergency responses (LE, EMS, SAR, and fire) teams. Continuing with the emergency response and efficiency of both agencies this contract will only help to reduce costs and response times, maintain the same training standards and procedures that Gulf Islands expects. Other lifeguard services can be contracted but they are based out of the area so additional travel costs, housing issues, policy and procedures and training standards arise. There are different training standards, policy & procedures and reports used by these companies that are different than Gulf Islands NS. Radio Frequencies are licensed by FCC to Fed, state, and local agencies. Private companies would not have radio access to the necessary agencies to allow for the immediate and urgent response of emergency responders to emergencies situations.
Statement that requirement does not result from a lack of planning or the expiration of funds: Action is routine seasonal work and does not result from lack of planning or expiration of funds.
