Agency Requirement: For native prairie restoration the first need is to acquire genetically appropriate plant materials. In the Willamette Valley-Puget Trough-Georgia Basin ecoregion, this habitat type is very rare with only about 10% of it remaining in it's historic range. Therefore, the plant material needs to be sourced close to the restoration site(s): from South Puget Sound grassland sites, and from grasslands within or in close proximity (approximately 30 miles) to the San Juan Islands archipelago including the Lower Olympics (low-elevation grasslands on the north Olympic peninsula). Seed testing for seed purity and germination are needed to calculate accurate seed purchasing and seeding rates. Local plant material is needed to allow higher adaptability to environmental effects (increasing survivability and project success) and meet BIDEH policy.
Circumstances: The Center for Natural Lands Management is the only vendor that already has the required genetic material in production (species list attached) and can meet SOW specifications for testing, storage, and timely delivery. Their ability to meet project specifications has been proven through use by other federal, state, and tribal entities for similar native restoration projects and used in Protection Island NWR test plots. Restoration would be delayed, and cost would be increased if another nursery was tasked with initiating production from scratch.
Other Capable Sources: Market research has resulted in the identification of two other sources but they have identified limitations at this time which makes them unable to provide the required plant materials. One is the Peninsula Native Plant Center, and is located on the North Olympic Peninsula near the refuge. This nursery is just getting started and has limited species and quantities. They can only provide container plants, while we have need for seed, and plugs as well. We may purchase small quantities (under micro-purchase threshold) of certain species of seed from this location in the future, if the business proves viable. The other is Fourth Corner Nursery, located in Bellingham, WA. They have a large variety of species of the appropriate genetic lineage, but they only produce bulb, bare root, and container plants. We may use this vendor in the future for small quantities of bulbs, if needed.
Barriers: We have researched multiple companies and found no other company that can provide the seed that meets the project requirements specified in this contract. Other vendors were considered but due to the listed barriers, no additional vendors were found. The barriers encountered: nursery size, selected specialization (only do bulb, bare root or container), do not carry native species, and/or only carry native species from other parts of the US. In addition, some vendors only provide retail sales which greatly increases the product costs.
