About this file

This is a Single Source Justification form (FWS Form 3-0034) for a purchase under the Simplified Acquisition Threshold from the U.S. Fish and Wildlife Service (FWS) for standardized oil and gas data services from S&P Global (formerly IHS Markit Inc.). The justification outlines FWS's need for oil and gas data to manage its refuges, which is delivered through S&P Global's proprietary Enerdeq Web Platform.

The document details that S&P Global is the sole proprietor of the Enerdeq system, with an estimated platform value of $45,000 included in the subscription. Market research confirmed no viable alternatives, as the only other source (Carahsoft) is substantially more expensive and doesn't include Enerdeq access. The purchase has been occurring yearly since August 2014. The justification is signed by Program Officer Matthew Bobo on December 19, 2024, and Contracting Officer John Skogen on March 4, 2025, approving the sole source acquisition under FAR Part 13.

Text3: S&P Global compiles Oil and Gas data used in the Enerdeq system from a variety of different sources including government and private sector sources. The data gathered is not standardized or in a very useable format by service personnel. S&P Global standardizes the data so that it is easily used by Service personnel.
Text2: S&P Global is the sole proprietor of the Enerdeq system. GSA was reviewed and a competitor was identified, but they didn't offer the additional web platform. This is a yearly purchase that has been occurring in FWS since August 2014.
Text1: FWS has a need for standardized oil and gas data to assist with the management of its refuges. S&P Global, formerly IHS Markit Inc, compiles Oil and Gas data from many different sources and creates a uniform geospatial product that would be unnecessarily cumbersome and expensive for the USFWS to compile on its own. This data is delivered through the Enerdeq Web Platform, which is proprietary to S&P Global.
Text4: S&P Global is the sole proprietor of the Enerdeq system which is used to access their Oil and Gas data. There is another source of the oil and gas data that is substantially more expensive on the GSA Schedule (Sold by Carahsoft), and does not include access to the Enerdeq system.
Text6: Estimated value of the Enerdeq web platform is approximately $45,000, but comes included with our subscription.

Text5: S&P Global is a leader in the oil and gas market providing wide variety of services to its clients. The oil/gas dataset purchased by FWS has gone through rigorous QA/QC and standardization process that the Service does not have expertise and especially time to do on its own. IHS is also ensure the latest information is in the database, which FWS could not possibly maintain on our own.
