About this file
This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service's Joint Administrative Operations for an acquisition under the Simplified Acquisition Threshold (SAT).
The U.S. Fish and Wildlife Service seeks to purchase two NexTrak R1 Acoustic Telemetry Receivers and 90 additional acoustic telemetry tags from Innovasea to monitor and track endangered adult winter-run Chinook Salmon in conjunction with existing receivers for insertion into returning adult fish at Battle Creek. Market research conducted over several years evaluated multiple vendors for acoustic telemetry equipment, and Innovasea was determined to produce the best-performing equipment compatible with the existing study system. The justification for sole source acquisition is based on system compatibility: the current receiver array at Battle Creek is already configured with Innovasea equipment, and purchasing tags from Innovasea is necessary to ensure detectability with the existing receivers rather than replacing the entire receiver array. Innovasea's equipment has proven suitable for the study system and needs through prior purchases. The cost from Innovasea is stated as reasonable and comparable to other companies. The justification was certified by Program Officer Ralph Bottaro on December 25, 2020, and approved by Contracting Officer Solmaz Salih on June 2, 2026, pursuant to FAR Part 13 sole source acquisition procedures.

| Text3: Over the past few years we have evaluated different vendors for acoustic telemetry tags and receivers. The company Innovasea produces acoustic telemetry tags and receivers that work best with our study system, Battle Creek. In order to maximize efficiency with our budget, it is also in our best interest to continue to purchase acoustic supplies from Innovasea in order to use with the gear we already have in place. | |
| Text2: Over the past few years we have evaluated different vendors for acoustic telemetry tags and receivers. The company Innovasea produces acoustic telemetry tags and receivers that work best with our study system, Battle Creek. | |
| Text1: In order to accurately and efficiently monitor and track endangered adult winter-run Chinook Salmon, we need to purchase two NexTrak R1 Acoustic Telemetry Receivers to use in conjunction with the receivers we already have, as well as 90 additional tags to insert into returning adult fish to Battle Creek. | |
| Text4: The receivers we currently have set up in our study array on Battle Creek are from Innovasea, therefor we must continue to use tags from Innovasea in order for them to be detectable with the receivers we have in place, rather than having to purchase a new array of receivers. | |
| Text6: The cost of the items from Innovasea are reasonable and comparable among other companies. We have purchased both acoustic tags and acoustic receivers from Innovasea in the past. The equipment from Innovasea has continued to prove to be the most suitable for our study system and study needs. | |
