About this file
This is a U.S. Fish and Wildlife Service Single Source Justification form for acquiring specialized telemetry equipment from Advanced Telemetry Systems, Inc. (ATS). The procurement involves rechargeable battery packs, charging cables, and Trident SR3001 acoustic receivers specifically designed for tracking migrating fish in the Sacramento River, with ATS being the sole source due to the proprietary nature of their equipment. The total cost for a new ATS SR3001 JSATS receiver is $3,295.00, and the document justifies the sole source acquisition under the Simplified Acquisition Threshold (SAT) by explaining that ATS battery packs and receivers are unique, can only be produced or repaired by ATS technicians, and are critical for fish research projects involving numerous juvenile fish tracking initiatives.

| Text3: The use of power sources other than the proprietary ATS battery packs would void any SR3000/SR3001 receiver warranties and might cause unwanted power surges, etc. that would incur repair or replacement costs for damaged receivers. A new ATS SR3001 JSATS receiver costs $3295.00. |
| Text2: Market research was not conducted. |
The designs of ATS rechargeable battery packs and charging cables, non-rechargeable battery packs and ATS Trident SR3001 acoustic receivers are proprietary. Non-rechargeable type battery packs are assembled and shipped for immediate use by an ATS contractor. Rechargeable battery packs and charging cables are proprietary and only produced by ATS. Both types of battery packs are used to only power ATS manufactured SR3000 and SR3001 autonomous JSATS receivers. ATS Trident SR3001 and older SR300 acoustic receivers are only repaired by ATS technicians and any repair attempts by other than ATS technicians voids all warranties and can result in damage to the receivers if not done properly.
| Text1: Advanced Telemetry Systems, Inc. (ATS) design of these rechargeable battery packs, charging cables, non-rechargeable battery packs and Trident SR3001 acoustic receivers is proprietary. RBFWO uses the ATS battery packs to power ATS Juvenile Salmonid Acoustic Telemetry (JSATS) SR3000 and SR3001 acoustic receivers that are used to detect migrating fish resulting in the ability to produce survival estimates for numerous juvenile fish research projects in the Sacramento River. The RBFWO uses these battery packs to power ATS SR3000 and SR3001 acoustic receivers for year-round coverage with up to six deployments per year. The work conducted with this equipment benefits the USFWS and NMFS and has implications for water management of the multi-billion-dollar agriculture-based economy of California's Central Valley and benefits the multi-million dollar commercial and recreational Chinook salmon fishery of the Pacific Ocean. | |
| Text4: As noted previously, the designs of the battery packs, charging cables and acoustic receivers are proprietary and are only produced or repaired by ATS or its contractor. | |
| Text6: The cost is fair and reasonable from this source as it is the single source that provides the necessary supplies. | |
