About this file
This is a Single Source Justification form (FWS Form 3-0034) used by the U.S. Fish and Wildlife Service to document the rationale for sole-source procurement under the Simplified Acquisition Threshold (SAT).
The U.S. Fish and Wildlife Service requires a contractor to perform complete integrated services for native plant seed processing, testing, packaging, reporting, Authentic Recording System (ARS) backup sample preparation, and controlled-environment storage in support of the Seeds of Success program at the Desert National Wildlife Refuge Complex. The Government conducted extensive market research, including a Sources Sought notice, direct outreach to potentially capable vendors, a competitive Request for Quotation, and a public notice of intent to award on a sole-source basis. No other vendors responding to these efforts demonstrated the technical capability, facilities, and experience necessary to satisfy the complete integrated requirement. The University of Nevada, Reno was identified as the sole capable source, possessing established Native Seed Bank facilities, specialized equipment, and experienced personnel with extensive experience processing and conserving native seed collections, including Seeds of Success accessions. The proposed firm-fixed-price of $773 per accession, not to exceed $25,500, was reviewed and determined fair and reasonable based on the contractor's detailed unit pricing and the Government's market research findings confirming no other responsible source could provide the complete integrated requirement at a lower price. The Program/Project Officer and Contracting Officer must certify and approve this justification to proceed with sole-source acquisition procedures under FAR Part 13.
