About this file

This document is a Single Source Justification for a federal contract opportunity under the Simplified Acquisition Threshold. The Warm Springs National Fish Hatchery in Oregon requires urgent repairs to its SCADA (Supervisory Control and Data Acquisition) system that controls critical water management functions for the facility's spring Chinook salmon broodstock. Due to the specialized knowledge required to maintain this proprietary system, the contracting officer has determined that SCADA & Controls Engineering, Inc., the incumbent contractor who installed and has serviced the system since its implementation, is the only reasonably available source to perform the needed repairs. The justification cites the critical nature of the system in preventing catastrophic loss of the salmon broodstock, as well as the contractor's familiarity with the system's idiosyncrasies. The contracting officer has certified that the proposed sole-source award is fair and reasonable based on comparison to previous pricing. The related federal contract opportunity is Solicitation Number 140FS124P0111 for "OR WARM SPRINGS NFH SCADA ALARM REPAIR", which was awarded on 2024-05-09 to an unknown vendor for an unknown amount.

Text1: Warm Springs National Fish Hatchery (Oregon) is a spring Chinook salmon facility that produces said salmon for Tribal Trust Obligations for the Confederated Tribes of the Warm Springs of Oregon. The facility has began operations in 1978 and since that time has relied on chillers to provide chilled water in which to hold critical brood stock that otherwise would not survive to spawning due to warm water in the Warm Springs River, which is the sole water supply to the hatchery. This water supply can reach in excess of 75°F during summer months which is not conducive to holding the broodstock. The broodstock prefers water for holding at around 50°F.The time the broodstock are held is from end of April to the end of September. This system and many other critical pieces of mechanical equipment along with monitoring of water levels, temperatures, flow rates, and filters backwash timing are controlled by a SCADA computer control system that was installed in mid-2010’s. This system monitors the pumps that move water to the nursery and to the raceways, monitors and controls the output of the chiller system to attain and maintain proper temperature of the critical broodstock holding ponds. It also notifies staff if a pump fails, or water levels in the sumps fall, or a valve in inoperable on the filters system, or if there is a critical failure with the backup generators. This system has several times prevented catastrophic loss of fish due it is notifying staff after hours of an emergency. SCADA & Controls Engineering of Bothell, WA was involved in the initial installation of the system and has over the years worked on the system to address short falls in the system, non-operating controls and monitoring devices, repaired and reprogramed computers when the hard drive failed on the original, and made modifications to the system to have it operate more efficiently and effectively.
Text4: Due the mission critical nature of the system, having a new contractor who has no previous knowledge of the system or what it does could be detrimental and potentially cause issues with the current program.
Text6: In accordance with FAR 13.106-3(a), the quoted price is determined to be fair and reasonable based on comparison to prices found reasonable on previous purchases 140F0120P0320.

Text5: SCADA & Controls Engineering, Inc. has done several jobs on the system since its installation. They were part of the team that initially installed the system along with other contractors. They have been over the years available when situations call for consultation on the system and have been available to do work on the facility. Two years ago, a contract was let to them to do improvements and address many of the shortcomings of the system. They made many changes and got many components that it was unknow that they were even functioning correctly. The company technicians know the system, are familiar with its idiosyncrasies, and are willing to do the requested work. The company is located relatively close, so travel is not a huge expense, and are willing to complete the work in the timeline requested.
