About this file
This is a Single Source Documentation memorandum from the Bureau of Land Management (BLM) Oregon State Office justifying a sole-source procurement of ponderosa pine seeds from Cal Forest Nurseries. The procurement is for seeds from Seed Zones 722 and 721 in the Klamath Falls Field Office area of Oregon, to be issued as a firm fixed price commercial supply contract.
The justification explains that Cal Forest Nurseries is the only known vendor approved to collect these specific seeds, having received permission in the previous growing season through a memorandum of agreement. During what was described as a "bumper crop" year, the company collected a large amount of seeds intended for reforestation in the Klamath Resource Area. While multiple vendors sell ponderosa pine seeds in Oregon, the specific seeds from zones 722 and 721 are not available elsewhere in the required quantity and price. The location of seed collection is cited as critical to seedling and tree viability, making locally collected seeds optimal for reforestation success in this area.

Memorandum
To: Contract File
From: Tiffany Eslinger, Contract Specialist
Subject: Single Source Documentation
In accordance with FAR subpart 13.106-1, this memorandum justifies soliciting a single source procurement herein.
1. IDENTIFICATION OF THE AGENCY AND CONTRACTING ACTIVITY. Bureau of Land Management, Oregon State Office, Branch of Procurement Management, P.O. Box 2965, Portland, OR 97208.
2. NATURE/DESCRIPTION OF THE ACTION BEING APPROVED. The BLM will solicit the purchase of seed zones 722 and/or 721 ponderosa pine seed as a single source procurement to Cal Forest Nurseries to be issued as a firm fixed price commercial supply contract.
3. DESCRIPTION OF THE SUPPLIES OR SERVICES REQUIRED TO MEET THE AGENCY’S NEEDS
(INCLUDING THE ESTIMATED VALUE). The Government requires Ponderosa Pine Seeds from Seed Zones 722 and 721, located in the Klamath Falls Field Office area, Klamath Falls, Oregon.
The estimated value of this acquisition is
4. AUTHORITY AND SUPPORTING RATIONALE AND, IF APPLICABLE, A DEMONSTRATION OF
THE PROPOSED CONTRACOR’S UNIQUE QUALIFICATIONS TO PROVIDE THE REQUIRED
SUPPLY OR SERVICE. The authority permitting the single source consideration is FAR 13.106(b) Soliciting from a single source. In the previous growing season, the Klamath Falls Field Office Manager gave approval under a memorandum of agreement to Cal Forest Nurseries to collect Ponderosa Pine seeds from zones 722 and 721. The growing season saw a “bumper crop” year for the seeds, and a large amount were collected. These seeds are utilized to grow seedlings for reforestation in the appropriate growing zones within the Klamath Resource Area. There is only one known vendor that has received approval for this collection and completed the collection.
5. DETERMINATION BY THE CONTRACTING OFFICER THAT THE ORDER REPRESENTS THE
BEST VALUE. Based on market research, the current range of pricing for ponderosa pine seed per pound is
United States Department of the Interior
BUREAU OF LAND MANAGEMENT
Oregon State Office
1220 SW 3rd Ave., Portland, Oregon 97204 blm.gov/or
This range varies with the location and harvest date of the seed, as seed and tree viability is connected to source location and planting location.
Based on the documentation herein, it is determined that the order represents the best value.
6. DESCRIPTION OF MARKET RESEARCH CONDUCTED AMONG SCHEDULE HOLDERS AND
THE RESULTS OR A STATEMENT OF THE REASON MARKET RESEARCH WAS NOT
CONDUCTED. Market research indicates that although some types of ponderosa pine seeds are available for purchase from multiple vendors in the state, the seeds specific to growing zones 722 and 721 are not available at the quantity and price needed for this requirement. The location of collection for seeds is greatly tied to the success and viability of the seedling and tree produced from said seed. The purchase of seeds meant for reforestation in the Klamath Resource Area is best suited by locally collected seeds.
7. ANY OTHER FACTS SUPPORTING JUSTIFICATION.
None.
8. STATEMENT OF ACTIONS, IF ANY, THE AGENCY MAY TAKE TO REMOVE OR OVERCOME
ANY BARRIERS TO COMPETITION BEFORE ANY SUBSEQUENT ACQUISITION FOR THE
SUPPLIES OR SERIVCES IS MADE.
None.
CONTRACTING OFFICER CERTIFICATION
I certify that this justification is accurate and complete to the best of my knowledge and belief. I determine the circumstances of the contract action deem only one source reasonably available.
