About this file

This is a Single Source Justification form from the U.S. Fish and Wildlife Service's Joint Administrative Operations Acquisitions Operations division, justifying the sole-source selection of Oregon State University's Veterinary Diagnostic Laboratory for Avian Influenza testing services.

The justification explains that the National Fish and Wildlife Forensics Laboratory in Ashland, Oregon requires Avian Influenza testing for bird specimens as part of their necropsy protocol. Oregon State University's lab, located at 134 Margruder Hall in Corvallis, is the only USDA-approved laboratory in Oregon that can conduct this testing, charging $50/specimen. While other labs like Michigan State ($47/specimen) and Iowa State ($30/specimen) offer lower prices, protocol requires keeping potentially infected specimens within state borders to prevent virus spread. The selected contractor is fully accredited by the American Association of Veterinary Laboratory Diagnosticians and has a strong history working with the Forensics Lab. The contracting officer has determined the costs to be fair and reasonable given these circumstances and constraints.

The Animal and Plant Health Inspection Service provides a list of laboratories approved to conduct Avian Influenza testing: https://www.aphis.usda.gov/labs/nahln/approved-labs/iav-a. However, no other approved laboratory is located within the state of Oregon and therefore should not be considered since a contract would breach protocol.

1. Oregon State University Veterinary Diagnostic Laboratory - the only National Animal Health Laboratory Network (NAHLN) approved laboratory in Oregon offers Avian Influenza testing for $50/specimen and maintains a good history doing business with the Forensics Lab.

2. Michigan State University Veterinary Diagnostic Laboratory - offers Avian Influenza testing for $47/specimen and has good history doing business with the Forensics Lab, but is located out of state.

3. Iowa State University Veterinary Diagnostic Laboratory - offers Avian Influenza testing for $30/specimen and has good history doing business with the Forensics Lab, but is located out of state.

In the pathology unit at the National Fish and Wildlife Forensics Laboratory located in Ashland, Oregon, it is protocol to conduct a complete necropsy of all deceased specimens submitted to the lab for cause of death analysis. Since Avian Influenza is a threat to bird and mammal populations, the pathologists sample all bird specimens for Avian Influenza testing to determine if the specimen was positive at time of death. Tracking the spread of the Avian Influenza outbreak helps to inform prevention efforts, gain insight into the virus, and protect public health. Protocol is to keep any suspected positive specimens within state borders. Therefore, since the Forensics Lab does not possess the capacity to conduct in-house testing at this time, Oregon State University's

The USDA Animal and Plant Health Inspection Service has approved 58 laboratories for influenza A virus in avian (IAVA-A) testing. Specimens tested that may potentially carry the Avian Influenza should be kept within state lines to prevent accidental spread of the virus across borders. Oregon State University Veterinary Diagnostic Laboratory located at 134 Margruder Hall, 700 SW 30th Street, Corvallis OR 97331 is the only laboratory authorized in the state of Oregon to conduct required avian influenza testing.

The costs charged by Oregon State University's Veterinary Diagnostic Laboratory to conduct Avian Influenza testing is fair and reasonable as it compares to other veterinary diagnostic laboratories that offer this service and because it is the only laboratory that can be utilized according to the Forensics Lab protocol to keep suspected Avian Influenza specimens within state lines.
