About this file
This document is a sole source justification form for a federal contract opportunity to repair a tracked cargo carrier vehicle for the Klamath Basin National Wildlife Refuge Complex. The form details that the refuge needs to repair an old military surplus tracked cargo carrier vehicle to transport personnel and equipment to inaccessible areas. The vehicle is currently inoperable due to fuel and electrical system issues. The justification states that the vehicle was transported to Coast Truck Center in Klamath Falls, Oregon, as they are familiar with the specific vehicle and able to diagnose and provide an estimate for the necessary repairs. The justification cites barriers to competition such as the age and uniqueness of the vehicle, its current location in a rural area with few repair shops qualified to work on diesel engines or heavy equipment, and the cost prohibitive nature of transporting the vehicle elsewhere for repairs. The contracting officer determined the quoted price from Coast Truck Center for the repairs to be fair and reasonable based on a comparison of labor rates and parts prices.

| Text1: The Klamath Basin NWRC has a need to repair a specialty tracked vehicle. This vehicle is an old military surplus tracked cargo carrier. It allows for FWS personnel and equipment to be transported to otherwise inaccessible areas of marshes and remote refuge lands. Currently, the vehicle is inoperable due to fuel system and electrical system issues. |
| Text2: The vehicle has been transported to Coast Truck Center in Klamath Falls, Oregon. This vendor is familiar with this specific vehicle. They have been able to diagnose the potential problems and provide an estimate for repair. |
| Text3: There are no other vendors within a 50 mile radius that are willing to and capable of working on this specialized piece of equipment. Hauling the vehicle long distances is cost prohibitive and burdensome to the few Refuge employees with the proper certifications to transport the tracked cargo carrier. |
| Text4: Barriers to competition include the age of the vehicle (50+ years old), the uniqueness of the vehicle, and the current location. Klamath Falls is the population center and business hub for rural Klamath Basin in Southern Oregon and Northern California. There are only a few repair shops that specifically work on diesel engines. Within this small cohort, some shops specialize in large trucks while other shops focus on heavy equipment for construction and logging. Coast Truck Center has familiarity with this vehicle and is willing to work on such a rare piece of equipment. |
Transporting the vehicle to an area with more service options is impractical and expensive.
| Text5: The contractor is a repair and maintenance facility for all makes of semi trucks. A significant percentage of their business includes the repair and maintenance of federal fire engines and specialty vehicles like the tracked cargo carrier. Within a 30 mile radius, they are the only business with both the willingness and skill set to work on this machine. | |
| Text6: In accordance with FAR 13.106-3(a), the quoted price is determined to be fair and reasonable based on the labor rates which were compared and found similar to the labor rate of other mechanic shops in the area. Parts were compared to Online catalogue rates and found reasonable for the military surplus M548 tracked model. IAW FAR 13.106-3(a), the quoted price is determined to be fair and reasonable. | |
