About this file
This document is a Single Source Justification (SSJ) form for the U.S. Fish and Wildlife Service, seeking to procure a multi-use amphibious tracked vehicle from Marsh Master for wildlife response, prescribed fire operations, and hazardous fuel reduction projects. The vehicle is specifically needed to replace an existing vehicle that is out of service, with unique requirements for operating in coastal salt marshes and heavy vegetation areas where traditional vehicles have limited access.
Market research conducted revealed very limited sources for this specialized equipment, with only two companies (Marsh Master and Wilco) identified as capable of meeting the specifications. The justification highlights that Marsh Master has been building specialized marsh equipment since 1980, with a reputation for dependable and reliable vehicles. The proposed vehicle includes extensive technical specifications such as a 74 HP diesel engine, hydraulic systems, fire suppression capabilities, a rotary cutter attachment, and a specialized trailer. The procurement will be conducted using Simplified Acquisition Procedures under the Simplified Acquisition Threshold, with an intent to award a sole source purchase order to Coast Machinery LLC.

Text3: One other company (Wilco) builds a somewhat similar product. This company produces a marsh buggy that does not meet the same specifications as a Marsh Master. The customer support and the ability to get parts from Wilco has been an issue with other equipment that we have currently.
| Text2: Market research was done by searching the Internet to find companies that had something similar to the Marsh Master MM-2MX-KC-FF Cutter with Trailer that is manufactured by Coast Machinery, LLC. Very few companies were found that could get close to the same specifications. | |
| Text1: We are seeking a multi-use amphibious tracked vehicle that can be used for wildfire response, prescribed fire operations and hazardous fuels reduction projects. The coastal salt marshes here along the coast can be difficult to access and operate due to the normal wet conditions and heavy thick vegetation. Traditional Type 6 wildland engines have limited access to these areas. Wildfires in the areas pose a threat to the local communities. Tracked marsh vehicles provide access and allow us to operate in these more difficult conditions. This equipment is needed to replace a similar in type vehicle that is currently out of service due to mechanical failure. | |
| Text4: Limited sources that produce very specialized equipment. There are only two companies that I have been able to find and that is Marsh Master and Wilco. This equipment is not standard construction equipment and production is limited to limited demand. | |
| Text6: I have been told that four years ago the Arizona Fire District paid ~205k for their new machine. This is an %18 price increase from four years ago. | |
