About this file

This document is a Single Source Justification under the Simplified Acquisition Threshold for the U.S. Fish and Wildlife Service to acquire fish scale analysis services from the Washington Department of Fish and Wildlife (WDFW) Fish Ageing and Otolith Laboratory.

The USFWS is obligated to determine the age and origin of summer steelhead at the Winthrop National Fish Hatchery as required by a NOAA Fisheries Biological Opinion. Fish scale samples will be provided to the contractor, who will analyze the scale formation and banding to determine the number of freshwater and saltwater annuli and whether each fish is of hatchery or wild origin. The contractor, WDFW, has partnered with USFWS for over seven years on this analysis, ensuring the data is accepted by USFWS and its partners. The market research found no other qualified laboratories specializing in this application. The period of performance is nine months at a cost of $11,940.

The related federal contract opportunity is a Limited/Sole Source Justification solicitation, number 140FS124P0234, awarded to an unknown vendor on 2024-09-16 by the Department of the Interior Fish and Wildlife Service.

A achment for item 1:

As required for the NOAA Fisheries Biological Opinion, USFWS is obligated to determine the age and origin of summer steelhead at Winthrop Na onal Fish Hatchery (WNFH). Fish scale samples will be provided to contractor on scale cards with associated biological data (species, sample date, sex, length, and any marks/tags). Readers will determine the number of annuli based on the forma on and banding of cirucli. Enumera on of annuli will be conducted in the anterior region of the scale. Age es mates

(number of freshwater and saltwater annuli) will be recorded on the scale card in European nota on

(e.g. 2.1) Samples that are mounted upside down (no visible circuli), regenerated, or covered in dirt, blood, slime are not aged and will be recorded with a “_”. • Origin will be determined for each sample;

“H” denotes hatchery fish, “W” denotes wild fish. Scale analysis results will be returned A digital file with appropriate biological informa on (species, date, length, mark, tag)

Text3: Many research organizations may possibly have capacity to coordinate or conduct the specified analysis but do so only to achieve the research goals of their organization. This activity appears to be too infrequent and specialized to create sellers.
Text2: Market research conducted online and staff were unsuccessful in finding qualified laboratories specializing in this particular application. Washington Department of Fish & Wildlife (WDFW) Fish Ageing and Otolith Labortory works specifically with the Upper Columbia River Summer Steelhead for a number of years and is regionally accepted to conduct required analysis.

Text4: Services sought are likely infrequent, specialized, and appear to be unprofitable and thus not typically offered as COTS services.
Text6: Pursuant to FAR 13.106-3(a)(2)(ii), price considered fair and reasonable based on comparison with previous orders (F0120P0150, F0121P0169, F0522P0312 and, FS123P0270) for same services, all awarded to Washington State Department of Fish and Wildlife (WDFW).
