About this file
This is a Single Source Justification (Under SAT) form submitted by the U.S. Fish and Wildlife Service for an urgent water supply line repair at the Creston National Fish Hatchery in Kalispell, Montana.
The hatchery requires immediate repairs to a leaking water supply pipeline that serves the facility's twenty-three 550-gallon tanks used for hatching and rearing approximately 500,000 Westslope Cutthroat Trout. The leak threatens infrastructure including the access road, hatchery building, aeration water tower, and associated equipment, and also supplies water to the geothermal heat pump system that provides heating and cooling to the building. The ongoing construction of a replacement well #2 has forced the hatchery to implement a contingency rearing plan, which has resulted in a 20% increase in fish mortality. The pipeline repair is critical to restore normal operations before the hatchery must receive incoming Cutthroat eggs in mid-May and conduct stocking operations in June; without repairs, a secondary contingency plan using spring water instead of well water will be necessary, resulting in even higher mortality rates. The hatchery offices on the second floor will become unbearably hot during summer without the geothermal heat pump functionality.
The justification identifies Mountain Trades as the sole source contractor, selected based on location proximity and existing familiarity with the refuge. Market research identified approximately 22 small businesses in the Kalispell area registered under plumbing and sewer line activities; however, the urgent timeline and potential for timely performance necessitate single-source procurement under FAR 13.106-1(b)(1). Mountain Trades is deemed qualified and competent based on prior work performed at the hatchery and current registration under the appropriate NAICS code in SAM.gov. The form indicates that competitive solicitation would be cost and time prohibitive given the urgency and risk to the hatchery's critical operations.

Text version
The Creston National Fish Hatchery located in Kalispell, MT, has an urgent need for water supply line repairs. After recent construction work drilling a replacement well for well #2 A leak in the water supply line that supplies water to the hatchery building has begun to leak. The hatchery building contains twenty-three 550-gallon tanks used for hatching and rearing of nearly 500,000 Westslope Cutthroat Trout. This leak poses a threat to the road to the hatchery, the hatchery building, aeration water tower, and all associated valves and equipment. With the construction of the new well we have already been using a contingency plan for rearing Cutthroat, which is not optimal. We have seen a 20% increase in mortality due to this different rearing environment/location. Now with this leaking pipeline we will have to use a contingency plan for the contingency plan as we will have to stock the existing cutthroat to make room for cutthroat eggs we will be receiving Mid-May. Stocking of these fish is mostly done in June. The 2nd. Contingency plan uses spring water vs well water, which we will expect to see an even higher increase in mortality. The sooner we can get this pipeline repaired the sooner we can move the cutthroat back to the hatchery building and partially alleviate some of these health/mortality issues. This water supply pipeline also supplies water to our geothermal heat pump to provide heating and cooling to the hatchery building. The hatchery offices are located on the second floor of the hatchery building. It will become unbearably hot upstairs in the heat of the summer without the geo-thermal heat pump working.
There are approximately 22 SBs located in the Kailspell, MT that are registered under Plumbing and Sewer Line related activities. Mountain Trades was contacted first due to the location and familiarity of the refuge to complete the repairs. Had they not responded or been able to complete the work another contractor would have been contacted as well for a quote.
