About this file

This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service's Ashland Field Wildlife Coordination Office for a sole source acquisition under the Simplified Acquisition Threshold (SAT).

The Ashland FWCO seeks to expand INNOVASEA (formerly Vemco) brand acoustic telemetry work in field operations to assist fisheries managers in describing movement patterns and habitat requirements for species of interest, which will improve sampling protocols and targeted rehabilitative actions. The justification establishes that INNOVASEA is the only company supplying acoustic receivers and tags compatible with the Great Lakes Acoustic Telemetry Observation System (GLATOS), funded by the Great Lakes Fishery Commission. Other companies' products are incompatible with the INNOVASEA system and cannot participate in the GLATOS data network for reporting tag detections. Because existing projects will utilize GLATOS equipment already deployed, alternative equipment would be incompatible and could interfere with current field work. The proprietary nature of acoustic telemetry equipment and compatibility requirements prevent competition from other brands. INNOVASEA is the sole qualified contractor capable of providing these specialized supplies. The cost is determined to be fair and reasonable as the single source capable of meeting requirements. The justification was certified by Program/Project Officer Michael Seider on September 9, 2026, and approved by Contracting Officer Solmaz Salih on the same date under FAR Part 13 sole source acquisition procedures.

Text2: INNOVASEA is the only company that supplies acoustic receivers/tags to all other agencies/projects participating in the Great Lakes Acoustic Telemetry Observation System (GLATOS) funded by the Great Lakes Fishery Commission. Since this project and our current/former projects will be a part of the GLATOS network and will utilize existing INNOVASEA equipment already deployed, it is not possible to use other company's equipment.
