Single Source Justification Summary

This is a FWS Form 3-0034 Single Source Justification (Under SAT) for the U.S. Fish and Wildlife Service's Joint Administrative Operations Acquisitions Operations. The document justifies a sole source acquisition for mentoring services from The Training Connection (TTC) under the Simplified Acquisition Threshold (SAT), with NAICS code 611430.

The Pacific Region requires mentoring services that include DISC assessment capability integrated with personal development training and management of mentee-mentor matching. Market research determined that TTC was the only organization offering a comprehensive program combining DISC assessment, facilitation, setup, support, close-out, and personal development training through webinar format. Competing vendors either focused solely on DISC assessment and coaching or on basic mentoring strategies without the integrated personal development component. No other capable sources were identified. The contractor, The Training Connection, is a woman-owned small business with GSA Schedule status and demonstrates substantial federal contracting experience across multiple agencies including Defense Threat Reduction Agency, Department of Veterans Affairs, NASA, EPA, Department of Education, FDA, US Forest Service, and others. Fair and reasonable pricing was determined based on past similar awards. The justification was certified by Program/Project Officer Jessica Douglas on April 17, 2026, and approved by Contracting Officer Melissa Niemi on July 29, 2026.

Text2: When researching other vendors for mentoring services that include a DISC assessment with TTI Success Insight Software, The Training Connection (TTC) was the only organization found to offer these services. TTC combines the facilitation, set up, support and close out of mentoring with personal development (using DISC and other webinar training) whereas other organizations either focused on the DISC assessment and coaching off the results or strictly on basic mentoring strategies. TTC incorporates both areas into one comprehensive program hence, we are seeking a sole source contract. During a time when we are lacking administrative help, it would be advantageous to use a vendor that already knows the process of FWS mentoring needs and is familiar with the restrictions that we have. TTC already has a clear understanding of this and they have provided these same services to other regions over the past few years and continue to maintain quality results and excellent communication.
Text1: The Pacific Region is offering an opportunity to connect staff virtually through the formal mentoring program allowing employees regardless of grade or level to develop skills that support their current role and future ambitions. With the loss of historical knowledge through the recent departure, the mentoring program will allow employees to connect with others for information sharing and guidance. The Pacific Region is seeking a sole source contract with The Training Connection (TTC) to provide Mentoring Services (NAICS 611430) that includes the use of the Dynamic Training Connection mentoring software to match and management mentee/mentors and include a variety of webinars, technical support and mentor/mentee support. The mentoring program also relies on the facilitation of the DISC assessment and TTI Success Insights Software to develop participants. The mentoring program is scheduled to run one program of 25 participants each calendar year beginning in May.
Text4: The Pacific Region has looked into other mentoring program description being open to other formats, however there is a personal development training component missing. We have been unable to identify any program that fits our needs beyond the one requested but will continue to be open to other formats in future contracts.
Text6: The price is determined to be fair and reasonable based on past similar awards.
