About this file

This is a Single Source Justification form (FWS Form 3-034) submitted by the U.S. Fish and Wildlife Service for a sole source acquisition under the Simplified Acquisition Threshold (SAT).

The U.S. Fish and Wildlife Service requires the purchase and refurbishment of global positioning system (GPS) radio collars from Telonics to monitor grizzly bear movements in the Cabinet, Purcell, and Selkirk Mountains of Montana, Idaho, and Washington. The collars are essential for supporting endangered species recovery efforts and monitoring wildlife population movements across the Northern Rockies landscape in response to habitat and food distribution changes. The justification identifies Telonics as the sole capable source based on market research conducted by the agency, which determined that existing proprietary software costing $1,000 is compatible only with Telonics products. Purchasing alternative products would require different download equipment and additional costs, while refurbishing existing collars through Telonics saves $665 per unit compared to new purchases. The form notes that the software, cabling, and internet downlink receiving equipment are manufacturer-specific and compatible exclusively with Telonics products, supporting high success rates on current projects. No other capable sources were identified. Telonics is identified as the sole manufacturer providing reliable products and excellent service through collar refurbishment, which is unavailable through other distributors or suppliers. The justification was certified by Program/Project Officer Wayne Kasworm on March 26, 2026, and approved by Contracting Officer Solmaz Salih on June 23, 2026.

Contracting Officer

Text3: None
Text2: We already own internet download proprietary software (cost of $1,000) that is compatible with these Telonics products. Purchasing other products would require different download equipment and additional cost. We also save $665 per collar by rebuilding compared with a new purchase.

The software, cabling, and internet downlink receiving equipment for data retrieval is manufacturer specifically for and consistent with the existing Telonics products used on the projects. We have had high success rates with their products. Purchasing other products would require different download equipment and additional cost.

Text1: We need to purchase and refurbish global positioning system (GPS) radio collars to monitor grizzly bear movements in the Cabinet, Purcell, and Selkirk Mountains of Montana, Idaho and Washington. Monitoring these animals supports the recovery efforts in these Endangered Species Act threatened populations. Monitoring of movements is necessary as wildlife populations move across the Northern Rockies landscape in response to changes in distribution and abundance of habitats and key foods resulting from population shifts and growth.

Telonics is the manufacturer of our existing collars that transmit data to us through a third party (Metocean / Iridium). These collars collect and store grizzly bear position data using GPS satellites_ for later download via the internet. The third party assembles all data from these collars and directs it to us through proprietary software for storage in our data archival system. We would like to keep this arrangement to avoid duplication of this effort with another company and additional costs. The company has provided excellent service by replacing defective collars. The collars can be refurbished as opposed to buying brand new collars and the continuity of the project is preserved by using compatible equipment.

Text4: Telonics is the company that manufactures all our other telemetry products and we would choose to keep the continuity in this product which has proved to be reliable. and the company has provided excellent service by replacing defective collars. Collar refurbishment is not available through any other distributor or supplier.

Text6: (Include a statement by the contracting officer that the anticipated cost will be considered fair and reasonable and provide the basis used for this determination. Examples may include the results of the restricted competition, comparison of proposed costs/prices with costs/prices for similar supplies or services, commercial price lists, prior acquisition history, etc.)
