Text3: Cedar Mountain Software is the preferred company as they are the most efficient and low cost option for this project as it is an expansion of the current INAD database.
Text2: Cedar Mountain Software has been maintaining the online INAD database since 2017. Since then they have become very familiar with the coding that this database is written in and have been able to make requested upgrades to the database. This company has been very reliable and fair on their prices for the updates we have requested in the past. If we were to find another programming company then a new database would be needed since a different company would not have access to the current online INAD database. This would cause a substantial increase in funding and time for development needed to create a new database, which would basically duplicate the same efforts that are already being used in the existing database.
Text1: The USFWS IRTM identified the current INAD database as out of compliance with the current guidelines for federal data collection. The USFWS AADAP Office, Cedar Mountain Software, Inc., and the USFWS IRTM have been working to bring the INAD database into compliance. Cedar Mountain Software personnel have gone through the required background checks to be authorized to move the database from outside of the USFWS to the USFWS; and to continue to maintain the database once it is permanently hosted within the USFWS.

The Aquatic Animal Health Policy (Series: Fisheries; Part No. 713: Fish Health; Chapter No. 713 FW1: Aquatic Animal Health Policy) is being updated. This policy applies to all Service-managed facilities and field operations that hold, translocate, and propagate aquatic animals. Facilities that need to use a drug or chemical for their aquatic species, will need to track the receipt and inventory of them. The purpose of the expanded database is to help aid in this tracking purpose. There is currently an approved online database that is used for the Fish and Wildlife Service’s National INAD Program. In this database, is the same features that will be needed for the Aquatic Animal Health Policy. The current contractor of this database can expand its design to meet the needs of the Fish and Wildlife Service instead of creating a new database.

Text4: The current online database is hosted and managed by Cedar Mountain Software which is the company that previously had a contract in place to manage the main online INAD database. This is the same database that needs to be migrated to the USFWS servers and expanded to add the features needed for the USFWS. Another company would not have access to this database so a new database would need to be created. This would duplicate efforts already in place with the coding that is used since the use for the expanded database is very similar to functions used in the current database.
Text6: The cost for this request will be compared against previous similar purchase to determine fair and reasonable costs.

Text5: While Cedar Mountain Software (CMS) did not originally write this application for the online INAD database, they have been maintaining it since 2017. Over this time they have developed a familiarity with the code base. There is clearly an efficiency in having CMS continue to work on the project. CMS currently has an existing contract with the USFWS in place to maintain the online INAD database. CMS has reviewed this database and agreed that it would be better to expand the current database instead of creating a new stand alone database.

Cedar Mountain Software personnel have gone through the required background checks to be authorized to move the database from outside of the USFWS to the USFWS; and to continue to maintain the database once it is permanently hosted within the USFWS.
