About this file
This document is a Single Source Justification under the Simplified Acquisition Threshold (SAT) for the procurement of a Flail Head Mower attachment that fits a 2022 Caterpillar 306 Excavator for the Kauai National Wildlife Refuge (NWR) Complex. The Kauai NWR requires this attachment to complete work related to a $21 million storm relief fund. Hawthorne CAT is the only vendor on the island of Kauai that can provide the required calibration, installation, and ongoing maintenance services for this specialized attachment. The remote location and limited number of certified mechanics for the Caterpillar excavator create barriers to competition, making Hawthorne the sole source. The Contracting Officer has determined the proposed price is fair and reasonable. This procurement is being conducted as a limited/sole source under Solicitation Number 140FS124P0146, with the Department of the Interior Fish and Wildlife Service as the awarding agency.

Text3: There are no other sources on island that could provide this piece of equipment, calibrate it upon receipt and complete servicing when its required. Calibration requires a vendor to hook up the attachment to the machine and ensure that all of the hydraulic connections fit, first of all, and then ensure that the proper hydraulic flow matches the preset percentages on the excavator.

| Text1: Kauai NWR Complex is in need of a Flail Head Mower attachment that fits on a 2022 306 Caterpillar brand Excavator. This attachment is vital to complete work in relation to our $21 million dollar storm relief fund. Without this, the station has been forced to contract out the work, leading the government to lose thousands of dollars. The expediency of this purchase is paramount so that we can self-perform the work. Our refuge has found with these type of high-flow attachments, it is crucial that they are designed to match the exact specifications of the machine. With that, the need for an on-site specialist to calibrate the piece of equipment is also paramount. With the remote location of Kauai, and the limited certified mechanics for this Caterpillar brand excavator, the need to acquire this attachment from a pool of one vendor is really the only way to proceed. Hawthorne Caterpillar is the only certified vendor on island who can calibrate this piece of equipment as well as perform service on this attachment in the future. In the past we have had attachments that needed servicing, however there was not an available mechanic on island to do the repair. The cost to send it out or fly the mechanic in did not out way the worth of the attachment, forcing us to pay thousands of dollars to purchase a new one. Where as if there was an company on the island that could have repaired the equipment and there would not have been a loss to the government. |
| Text4: With the remote location and the extremely high cost of conducting work on island, many of the barriers faced by the government are hard to overcome. Barriers include: the cost of shipping including the overhead of a third party shipping coordinator. Lead time seems to be the biggest hurdle at the moment, and the fact that Hawthorne has the exact model available is imperative. |

Text5: Due to the limited availability on the island, Hawthorne is the only vendor that we can go with. To truly protect this investment for the long haul, and ensure that any reasonable repairs can be taken care of, there is no other option. Kauai NWR has been working with Hawthorne for the past 20 years and they have a proven track record. Till the day that there is another reputable source on island, they are the company to go with. A vendor that can provide this in a timely manner is also mandatory. The ability to have the attachment readily available is paramount in being able to conduct work that is centered around our many multimillion dollar storm relief projects.
