About this file
This document contains a single source justification and notice of intent to sole source award for radio communications equipment. The U.S. Fish and Wildlife Service requires the purchase of new radio equipment from Southern Communications Services to maintain communications for law enforcement officers with the Georgia State dispatch system. Southern Linc is the only communications system operable on the proprietary Harris radio models and software required by the State of Georgia system. Price is determined fair based on previous contracts. Interested parties may submit capability statements by February 15, 2024 to be considered, but the agency intends to make a sole source award to Southern Communications Services for the proprietary equipment and services for $555,000.

| Text1: This request is for the purchase of equipment for law enforcement radio communications and dispatch provided by the State of Georgia through Southern Linc. Recent changes in communications technology within the State of Georgia requires the purchase of new radio equipment to be able to maintain communications for Federal Wildlife Officers. Without the acquisition of the new equipment Federal Wildlife Officers will not be able to communicate with the State dispatch or other officers in their area of responsibility. A contract was awarded(140F1G23F0102) However prior to shipment and fulfillment it was found that the radios would not be operable due to a proprietary operating system provided sole source by Southern Linc. | |
| Text4: Southern Linc is the only operable system on the Georgia State communications system. Their provided software and communications are proprietary on the Harris Converge Series LMR/LTE Radios. Attempting to go with another service would cancel the communication capabilities with Federal Wildlife Officers and the Georgia State Patrol , thereby compromising Officer Safety. Furthermore, the equipment for Southern Linc is already in operation with the State of Georgia. | |
| Text6: Price is determined to be reasonable and fair based on previous awarded contracts and quotes with L3 Harris the manufacturer of the Radios Required. | |
