About this file
This document is a Single Source Justification under the Simplified Acquisition Threshold for the purchase of AVGAS fuel for the Arctic National Wildlife Refuge (ANWR). The justification cites the need for the fuel to support operations in the remote ANWR location, and that Everts Air Fuel is the sole source provider able to deliver the fuel in a timely, safe, and environmentally responsible manner. The justification outlines the market research conducted, the barriers to competition, and the determination that the cost from Everts is fair and reasonable. The Program Office recommends and certifies the use of sole source procedures, which is then approved by the Contracting Officer. The related federal contract opportunity is a Blanket Purchase Agreement (BPA) set-up for AVGAS fuel, awarded to an unknown vendor on August 27, 2024.

| Text3: There are other ways to fill the tank but these would incur much greater costs, require more resources, be less safe, be less efficient, and have greater environmental impacts that would far exceed that of Everts. Example of alternative: 1) Purchase 55 gal drums annually (<$200 each and barrels cannot be used after 1 year), fill barrels with fuel, charter a plane to Arctic Village, unload full 55-gal drums, transfer fuel into tank, back haul drums, and dispose of drums; 2) fly DOI aircraft or charter aircraft with small internal bladder loads of fuel (about 100-gal) and repeat 20 times to for 2000 gallons. Neither of these options are efficient and would cost at least double, be less safe, and overall be wasteful. No vendors have expressed interest in this mission. | |
| Text2: Market research in reflected no other vendors in the Fairbanks and surrounding areas who deliver fuel to the remote location by aircraft. I have reached out to pilots and other biology and logistics professionals in the area asking if they are aware of any other vendors who supply fuel to these locations. With my knowledge from this research, I have not found another vendor that can provide fuel to this location in the capacity that it is needed. Everts Air Fuel has a plain that delivers 2000 gal of fuel at a time. | |
| Text1: Arctic NWR needs a vendor to supply 100LL AvGas fuel to a 2500 gallon remote tank in Arctic Village on the southern boarder of the refuge. Fuel must be delivered by aircraft as there are no roads to Arctic Village. Arctic staff must be able to coordinate deliveries with the vendor to assure fuel is maintained at this location. Maintaining fuel at this location is a matter of safety. The fuel in this tank may be used by aircrafts in emergency situations brought on by weather and other hazards of flying in this remote area as well as being used to conduct search and rescue. | |
| Text4: There is only one known vendor who has the infrastructure to meet our needs for the Arctic Village fuel deliveries. | |
| Text6: Price is anticipated to be determined fair and reasonable based on comparison previous year awards. | |

Text5: The contractor delivers fuel to remote locations across Alaska. They have the planes, infrastructure, and expertise to carryout this mission. They have completed this task before on numerous occasions. The cost and efficiency of resources makes them the only affordable option for carrying out missions like this.
