About this file

This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service for a purchase under the Simplified Acquisition Threshold (SAT). The document authorizes a sole source acquisition for HVAC services at the Cameron Prairie National Wildlife Refuge Visitor Center without competitive bidding.

The acquisition addresses the urgent need to replace two complete air conditioning units at the Visitor Center that have reached the end of their service life and are experiencing repeated operational failures affecting temperature control and humidity management. These failures impact staff working conditions, public programming, government property protection, and climate-sensitive equipment operations. Market research conducted through historical performance data, prior contractor responses, and on-site evaluations identified one contractor with demonstrated responsiveness, technical capability, and reliability in servicing the facility's complex HVAC system over several years. The contractor is a fully licensed and bonded company specializing in AC installation and repairs with government contract experience and a proven track record in south eastern Louisiana. No other capable sources were obtained due to compelling urgency, remote location, budget and time constraints, and the contractor's specialized familiarity with the facility's unique ducting, zoning, and control components. The remote geographic location of the refuge creates significant logistical barriers for regional HVAC service providers, resulting in extended wait times that would jeopardize climate-sensitive operations. Fair and reasonable pricing was determined based on the contractor's history of competitively priced HVAC services with fair labor and materials charges. The Program Officer and Contracting Officer certified approval of sole source acquisition procedures on September 11, 2026.

Text3: No other sources were obtained due to compelling urgency, remote location, budget & time constraints and local knowledge of the facility.
Text2: Market research for this requirement was conducted through a combination of historical performance data, prior contractor responses, and on‑site evaluations of HVAC service providers who have worked at the Cameron Prairie Visitor Center. Over several years, multiple AC companies have been given opportunities to assess and service the facility’s systems. Through these engagements, the contractor has consistently demonstrated the highest level of responsiveness, technical capability, and reliability.

The Cameron Prairie Visitor Center contains a complex HVAC configuration with unique ducting, zoning, and control components that require specialized familiarity to diagnose and service correctly. Contractor has developed extensive institutional knowledge of this intricate system through long‑term service history, repeated troubleshooting, and familiarity with system idiosyncrasies. This established expertise significantly reduces diagnostic time, eliminates the learning curve required for new contractors, and ensures accurate installation without repeated site visits or additional labor costs. While they conducted initial assessments, their follow‑through, timeliness, and ability to correctly identify issues did not meet operational needs for a critical public‑facing facility.

Text1: The Cameron Prairie NWR requires the compelling and urgent replacement of two complete AC units at the Visitor Center. This is critical to maintain a safe, habitable, and operational environment for staff, volunteers, and the visiting public. Two existing units have reached the end of their service life and are experiencing repeated operational failures that impede temperature control and humidity management within the facility. These failures directly affect staff working conditions, public use program delivery, protection of government property, and climate‑sensitive equipment inside the Visitor Center.

The Visitor Center serves as a primary public‑facing facility for environmental education, outreach, and refuge administration. Continued operation without reliable climate control creates risks to public health and safety, threatens interior structural components, and jeopardizes refuge assets. Due to the critical role of the building and the immediate need to restore dependable HVAC functionality, replacement of both AC units is essential to ensure uninterrupted services, compliance with occupational standards, and protection of refuge resources. Delays in completing this work will result in ongoing disruptions to refuge operations and could lead to additional extensive damage and future costs for facility repairs.

Text4: A significant barrier to competition for HVAC services at the Cameron Prairie Visitor Center is its remote locality. The refuge’s geographic position creates logistical challenges for most regional AC service providers, resulting in extended wait times—often several days—before they can mobilize personnel or equipment to the site. This delay severely impacts the refuge’s ability to maintain climate‑sensitive operations and ensure safe and habitable conditions for staff and visitors.
Text6: A determination of fair and reasonable cost was made based on the contractor's history of providing dependable, competitively priced HVAC services to the Cameron Prairie Visitor Center. Over multiple years of repairs and maintenance, their pricing has consistently aligned with typical market rates for comparable work in the region, and their invoices have reflected fair labor and materials charges without unexplained fluctuations. This established record of transparent and equitable pricing provides a strong basis for cost reasonableness.

Further, the quote submitted for replacement of the AC units is consistent with prior estimates for similar system‑level HVAC repairs and replacements, as documented in the justification package and supporting attachments. The cost reflects industry‑standard pricing for full‑unit replacement, installation, and associated labor, and aligns with previous expenditures approved for comparable work at the facility.

Considering historical pricing, consistency with prior HVAC work, documented responsiveness, and the unique cost efficiencies, the proposed cost is determined to be fair and reasonable for the scope of work required.
