About this file
This document is a Single Source Justification form for a limited/sole source federal contract opportunity to lease an office trailer for the Kenai National Wildlife Refuge (NWR) Fuels Module. The current 3-year trailer lease from WillScot (Williams Scotsman, Inc.) expires in October 2024, and the Kenai NWR requires an additional 1-year lease with 4 option years for a more permanent solution. Market research found only one other vendor, Summit Logistics, located over 500 miles away, without any available trailers. Removing and reconnecting the existing trailer's office equipment and utilities would be cost-prohibitive. WillScot, a GSA vendor, is recommended as the sole source due to the trailer's current setup meeting requirements and the limited market for this type of mobile office space in Alaska. The cost has been determined fair and reasonable.

| Text3: There is only one other company (Summit Logistics) that was found in Alaska that supplies this type of mobile office space and it is over 8 hours & 500 miles away. 5/15/2024 phone call with Summit Logistics, they do not have any trailers available for sale or lease currently. WillScot (current company) does not have any trailers available for sale within 1000 miles of Soldotna. The cost to the government to purchase/rent outside Alaska is cost prohibitive and inefficient. | |
| Text2: The current office trailer fits the needs and is in place. It has utilities connected and would require time and funds to disconnect and reconnect to a new trailer. Currently, the trailer is in use year round and has office furniture, supplies, gear, appliances, etc. within it which would require significant time and funds to move. There is not a secure location on site available to store the office furniture, supplies, gear, appliances, etc. which would protect them from the weather. Brief research showed no other companies with trailers for sale or lease within Alaska. | |
| Text1: Kenai NWR needs additional office space for the Fuels Module (7 people) as there is no additional space available on the compound. In 2021, an office trailer was leased for 3 years from WillScot (Williams Scotsman, Inc.) out of Wasilla, AK. That lease expires October 15, 2024. There is a need for a lease for 1 year with 4 additional option years while a more permanent solution is built. | |
| Text4: There is only a small market for this type of mobile office space due to the small population on the Kenai peninsula. The cost to the government to remove all the furniture, gear, supplies, appliances, etc., store it, and then move it back into a new trailer would be further cost prohibitive. It would also be an uneffecitive use of government employee time. | |
| Text6: Cost has already been determined to be fair and reasonable by GSA. | |

Text5: WillScot (Williams Scotsman, Inc.) is a GSA vendor and where the current trailer was leased from and it has served the needs of the Fuels Module well.
