About this file
This is a Single Source Justification (Under SAT) form for the U.S. Fish and Wildlife Service, Joint Administrative Operations, Acquisitions Operations.
The Klamath Falls National Fish Hatchery seeks to purchase 40,000 PIT (Passive Integrated Transponder) tags with 1334 KBRA funding earmarked for monitoring equipment and expiring 256 1311 funding from Biomark. The purchase includes 8 new submersible antenna batteries, APT12 preloaded needles, 12mm full duplex tags, and flat packs of 100 tags per tray. These tags are used to mark wild reared Lost River and Shortnose Suckers reared at the station and repatriated to Upper Klamath Lake and its tributaries for population monitoring purposes. The hatchery is currently low on tags and requires acquisition for upcoming 2026 cohort tagging work.
The justification identifies Biomark as the sole source supplier based on market research demonstrating that Biomark products are extensively used by partners for sucker population and recovery work, and the submersible antenna replacement batteries are unique to BioMark equipment already owned by the organization. No other capable sources for PIT tags and submersible antenna batteries approved for fish and wildlife population monitoring in the Klamath Basin were identified. The contractor qualifications establish Biomark's 30-year history as a supplier, product consultant, and fabricator of radio frequency technology, with purchase by Merck Animal Health in 2019 and continued support to fisheries science. The contracting officer certified the cost as fair and reasonable on September 9, 2026, and the program officer (Mark Yost) recommended the sole source acquisition on July 29, 2026.

| Text3: I am not aware of any other sources for PIT tags and submersible antenna batteries for a Biomark submersible antennas that are approved for use in fish and wildlife population monitoring in the Klamath Basin and that meet the needs of our office or program. | |
| Text2: Biomark products are used extensively by a variety of our partners for sucker population and recovery work. As for PIT tag submersible antenna replacement batteries, these are unique to BioMark equipment we already have or for the application whereby we'll be using these, allowing us to detect both full duplex and half duplex PIT tags. | |
| Text1: The Klamath Falls National Fish Hatchery would like to purchase 40,000 PIT tags with 1334 KBRA funding earmarked for monitoring equipment and expiring 256 1311 funding from Biomark, along with 8 new submersible antenna batteries. The PIT tags proposed are the APT12 preloaded needles, 12mm full duplex tags, sold in flats of 100 tags per tray. These tags are generally used to mark all wild reared Lost River and Shortnose Suckers reared on station and then repatriated to Upper Klamath Lake and it's tributaries for population monitoring purposes. We are currently low on tags and need to acquire tags for this coming fall work to tag our 2026 cohort of production fish. In addition, we need some new submersible antenna batteries to replace older ones that don't function anymore, as these will be used to monitor these endangered suckers in the wild, post stocking, at additional designated sites in Upper Klamath Lake. | |
| Text4: The USFWS Klamath Falls Fish and Wildlife Office supports competition in vendors. However, these items meet all the specification needed to collect PIT tag data and there are no other products that meet the needs within the Klamath Basin and based upon market research and price point. | |
| Text6: The cost is fair and reasonable from this source as it is the single source that provides the necessary supplies. | |

Text5: Biomark has been a supplier, product consultant, and fabricator of radio frequency technology for 30 years. In 2019 they were purchased by the reputable company Merck Animal Health and continue to support fisheries science through top notch equipment and support. Most of the employees have been on staff for 8-10 years and the company remains loyal to it's employees and purchasers. And most, if not all, of our partners within the Klamath Basin utilize their PIT tags, antennas, and array systems for sucker recovery work.
