About this file
This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service's Joint Administrative Operations, Acquisitions Operations division for a sole source acquisition under the Simplified Acquisition Threshold (SAT).
The Water Resources Branch requires a SonTek RS5 Acoustic Doppler Current Profiler (ADCP) to enable accurate and defensible streamflow measurements across varied field conditions in both shallow and deep channels. The device supports direct discharge data collection with integrated quality assurance features for regulatory and water rights purposes, and must be fully portable, self-contained, and field-ready with limited assembly or configuration time prior to deployment. Market research determined that SonTek RSS is the only ADCP meeting the WRB's operational and integration needs due to its integrated RTK/GNSS confirmation, GPS compatibility, broad depth suitability, lightweight deployment capability, and fully self-contained design with built-in power and communications. While the WRB researched other vendors including Teledyne, RiverPro, RiverRay, and StreamPro, these alternatives were determined unsuitable for meeting WRB requirements. SonTek is qualified as the original equipment manufacturer (OEM) with exclusive capability to provide factory-authorized sales, calibration, firmware updates, technical support, replacement parts, and full manufacturer's warranty, with extensive experience already supporting hydroacoustic instrumentation in use by WRB and independent USGS evaluation of SonTek hydroacoustic technology. The cost was determined fair and reasonable through manufacturer quote, comparing favorably against similar equipment requiring significant configuration modifications. The justification was signed by Program/Project Officer Rachel Esralew on July 7, 2026, and approved by Contracting Officer Solmaz Salih on August 13, 2026, with a commitment to pursue full and open competition for future WRB requirements.

| Text3: Third-party vendors of Sontek equipment considered included Fondriest, Evarsa, NexSens. All other vendors researched, including Teledyne, were determined to not be suitable for meeting WRB needs. See response to (2) above. |
| Text2: The WRB maintains a very geographically varied and mobile field network that relies on rapid, portable, and single instrument deployments across varied depths and multiple sites per day. The SonTek RS5 is the only ADCP that meets WRB operational and integration needs because it offers integrated RTK/GNSS, confirmed GPS compatibility, broad depth suitability, lightweight deployment, and a fully self contained design with built in power and communications. |
The WRB has researched other vendors of similar products, including other manufacturers (Teledyne). While Teledyne RiverPro and similar models that allow for mobile discharge measurements (RiverRay, StreamPro) provide strong modular systems for long term or specialized deployments, they require external components such as floats, tethered boats, separate power, and communication hardware. These complexities would result in more challenging setup and maintenance especially given that WRB staff does not have familiarity with these systems.
Additional details are as follows:
• The SonTek RS5 offers a fully integrated system with built in batteries and wireless BLE5 communications which allows the instrument to connect directly to a field tablet or laptop without the need for separate radios, external power boxes, or cabling. In addition, BLE5 provides a short range field link (up to ~100 meters) that is specifically optimized for quick discharge measurements, and the RS5 includes an onboard data buffer to prevent data loss if the connection drops during a transect. Teledyne Water Resources ADCPs such as the RiverPro and RiverRay typically depend on external communication hardware such as tethered boat radio modules, floats with built in radios, or cabled connections to a controller. These systems work well for agencies performing long term deployments or using dedicated float platforms, but they introduce more components to carry, assemble, power, maintain, and troubleshoot. This increases the time and complexity of each measurement and adds additional weight and logistical burden when moving between sites.
• The SonTek RS5 has automatic acoustic processing to allow for switching between Doppler methods (broadband vs pulse-coherent) based on water conditions to ensure reliable measurements in a variety of depths and velocities. The Teledyne RiverPro has a similar system that adjusts sampling parameters but requires manual input to optimize performance which adds field time and increases complexity which is less suitable to rapid and multi-site deployment needs.
• The SonTek RS5 has an optional integrated RTK/GNSS module that allows for seamless positioning and data synchronization. In contrast, the Teledyne Water Resources ADCP specifies that GPS and RTK must be “user supplied”, meaning the WRB cannot confirm interoperability or guarantee consistent field performance; this uncertainty in product interoperability increases risk and cost.
• The Teledyne StreamPro is limited to shallow environments (maxing out around ~12 feet depth) and lacks a confirmed high velocity deployment platform, making it potentially unsuitable for many monitoring conditions at established WRB monitoring sites.
• WRB already owns SonTek M9 and S5 systems, and the RS5 is directly compatible with existing SonTek boats and boards (including the HydroBoard II Max that WRB already owns) whereas Teledyne equipment would require purchasing an entirely new float or tethered boat system which adds to cost.
• WRB staff also have extensive familiarity with SonTek software and workflows. Shifting to the Q View software platform that is required for Teledyne ADCP products would require new training, introduce workflow disruptions, and increase the risk of data inconsistencies.
The WRB has researched other vendors of similar products, including third-party vendors of Sontek equipment (Fondriest, Evarsa, NexSens). In Oregon, Sontek authorizes the purchase of Sontek equipment solely by direct means. By purchasing through Sontek directly the SonTek RS5 would be covered by a full factory warranty, in addition to access to Sontek training and technical support. If there are resellers of Sontek equipment, it will not be cost effective to purchase through them because the reseller will have to pay full list price to purchase SonTek equipment and then sell the equipment at a higher price to the WRB to make a profit. In addition, the reseller will be unable to provide warranty and equipment training.
| Text1: The Water Resources Branch (WRB) has a need for the SonTek RS5 Acoustic Doppler Current Profiler (ADCP) to enable accurate and defensible measurement of streamflow in a wide range of field conditions. This device supports the direct collection of discharge data in both shallow and deep channels, including high velocity environments, and includes integrated quality assurance features that allow staff to review and document measurements in the field for regulatory and water rights purposes. The system must be fully portable, self contained, and field ready, as staff have limited time for equipment assembly or configuration prior to deployment and routinely conduct measurements at multiple sites in a single day. The device must also be compatible with the current program inventory of existing hydroboards, GNSS equipment, and established hydrologic workflows which are required to produce output files that can be incorporated into the WISKI database without custom programming. Accurate and repeatable streamflow measurements are required for National Wildlife Refuge (NWR) and National Fish Hatchery (NFH) water rights protection, ecological water management, and compliance with state mandated monitoring requirements. Without this equipment, WRB risks delays or inaccuracies in required flow measurements, which could lead to violations of state water rights conditions at significant cost to the government. Salient characteristics are provided in separate documentation attached to this Purchase Request. | |
| Text4: Consistent with the Competition in Contracting Act, full and open competition will be undertaken in future requirements for WRB, as future opportunities are available. | |
| Text6: The cost of the SonTek RS5 was obtained through manufacturer quote and WRB has determined that the price is less expensive considering comparison of costs and labor of other similar equipment that would require significant configuration to meet WRB needs (see answers to question 2) | |
