About this file

This is a Single Source Justification form (FWS Form 3-0034) submitted by the U.S. Fish and Wildlife Service's Joint Administrative Operations for an acquisition under the Simplified Acquisition Threshold (SAT).

The U.S. Fish and Wildlife Service seeks to furnish and deliver crushed limestone rock (CA-6 aggregate stone) to Two Rivers National Wildlife Refuge via tail gate spread delivery to locations along Calhoun Wetlands Road and Swan Lake Levee Road. Market research indicates that crushed limestone is commonly sourced from quarries for surfacing rural roads in the Two Rivers NWR area. Calhoun Quarry is identified as the sole provider of crushed limestone to Two Rivers NWR for over 20 years, with published pricing consistent with other quarries in the region. The justification cites geographic barriers to competition, as no other sources within reasonable distance are willing to provide crushed limestone delivery to the refuge, and alternative quarries significantly farther away have historically declined to serve this remote location. Calhoun Quarry is deemed qualified based on its long-standing service history, reasonable and competitive pricing, reliable on-time delivery, and familiarity with refuge operations and local infrastructure. The Contracting Officer has approved sole source acquisition procedures under FAR Part 13, with certification signed by Program Officer Charles Deutsch on May 26, 2026, and Contracting Officer Solmaz Salih on May 28, 2026.

Text3: Currently there are no other sources within a reasonable distance to the refuge that are willing to provide crushed limestone delivery to the refuge.
Text2: Crushed limestone and other types of rock are mined from quarries and commonly used for surfacing rural roads in the Two Rivers NWR area. Most of Two Rivers NWR lands are situated on a peninsula between the Illinois and Mississippi rivers and are accessible primarily by ferries crossing these rivers. Calhoun Quarry is located close to Two Rivers and has easy access via county roads, a free ferry, and a bridge. The next closest quarry is considerably further away, and their ability to deliver is more costly and in the past they have not shown a willingness to deliver crushed limestone to this county given the remote locationN. Calhoun Quarry has been the sole provider of crushed limestone for Two Rivers NWR for over 20 years. The cost of their product is publicly published and is consistent with the cost of other quarries in the area, their delivery costs are significantly less due to their proximity to our remote refuge. On several occasions we have solicited bids/quotes from other vendors/quarries, all of which were higher than Calhoun Quarry. There have been past attempts where other quarries have declined to offer a quote, stating that their delivery cost would be un-ordinarily high due to access limitations and distances. Their abilitly to deliver on time and in a proper manner has been impeccable.
Text1: Furnish and deliver rock to Two Rivers National Wildlife Refuge. Method of delivery will be “tail gate spread” of aggregate stone (CA-6) to locations along Calhoun Wetlands Road and Swan Lake Levee Road, within US Fish and Wildlife Service property at Two Rivers NWR.
Text4: Distance from the refuge and willingness to serve this area from other quarries.
Text6: The price lists for their limestone quarried rock is published publicly and is on par with other providers of rock in Illinois and Missouri. Their delivery costs are significantly cheaper than other quarries because of their close proximity to Calhoun County and Two Rivers NWR.

Text5: Calhoun Quarry has provided limestone to Two Rivers NWR for many years. The cost of their product is always reasonable, and their ability to deliver on time and in a proper manner has been impeccable. They are also familiar with the refuge and the roads in and around the refuge. They also provide all crushed limestone to the Calhoun County Highway Department and all private landowners that need rock in the county.
